HomeMy WebLinkAboutR-74-03474/25/74 RESOLUTION NO. 1KNISFY07 A RESOLUTION DIRECTING THE CITY MANAGER OF THE CITY OF MIAMI TO CONTACT THE COUNTY MANAGER OP METROPOLITAN DADE COUNTY TO SOLVE THE PROBLEMS WHICH HAVE ARISEN CONCERNING BUILDING PERMITS WITHIN THE LIMITS OF THE CITY OF MIAMI BY VIRTUE OF THE FACT THAT THE DIRECTOR OF THE DADE COUNTY POLLUTION CONTROL OFFICE HAS ADVISED THE CHIEF BUILDING INSPECTOR OF THE CITY OF MIAMI THAT NO BUILDING PERMIT SHALL BE ISSUED INVOLVING THE GENERATION AND DIS- CHARGE OF WASTEWATER TO THE VIRGINIA KEY WASTEWATER TREATMENT FACILITY WITHOUT WRITTEN APPROVAL OF THE DADE COUNTY POLLUTION CONTROL OFFICE, OR OTHERWISE REQUEST A JOINT MEETING BETWEEN THE CITY COMMISSION AND THE COUNTY COMMISSION TO DISCUSS THESE PROBLEMS, WHEREAS, the City of Miami, by the action of its City Commission on the 1st day of April, 1973, took action to transfer its Department of Water and Sewers to Metropolitan Dade County so that Metropolitan Dade County could formulate the Miami -Dade Water and Sewer Authority; and WHEREAS, by so doing, the City of Miami, on behalf of all of its citizens, showed good faith by cooperating with the Greater Miami Community so that all of Dade County could move forward toward the goal of a complete sewage system; and WHEREAS, the act of transferring the Department of Water and Sewers was to be for the benefit of all of the citizens of Dade County, including the citizens of the City of Miami, and not designed to operate to the detriment of the citizens of the City of Miami; and WHEREAS, the Director of the Dade County Pollution Control Office has advised the Chief Building Inspector of the City of Miaiti that no building permit shall be issued involving the generation and discharge of Wastewater into the Virginia Key Wastewater Treatment Facility without written approval of his office because of what the said Director construes as a limitation on the amount of wastewater which may be emitted into said Treatment Facility; and WHEREAS, it clearly appears that the Virginia Key Wastewater Treatment Facility is capable of accepting effluent within those limits established by the temporary operating permit; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager of the City of Miami is directed to contact the County Manager of Metropolitan Dade County to solve the problems which have arisen concerning building permits within the limits of the City of Miami by virtue of the fact that the Director of the Dade County Pollution Control Office has advised the Chief Building Inspector of the City of Miami that no building permit shall be issued involving the generation and discharge of wastewater to the Virginia Key Wastewater Treat- ment Facility without written approval of the Dade County Pollution Control Office, or otherwise request a joint meeting between the City Commission and the County Commission to discuss these problems.
