A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF MIAMI, FLORIDA, CALLING FOR THE
RELEASE OF $75,000,000 OF IMPOUNDED MODEL
CITIES FUNDS AND THE FULL FUNDING OF THE
MODEL CITIES PROGRAM UNTIL THE ENACTMENT OF
THE PROPOSED COMMUNITY DEVELOPMENT ACT; AND
DIRECTING THE CITY CLERK TO FORWARD CERTIFIED
COPIES OF THIS RESOLUTION TO THE APPROPRIATE
GOVERNMENTAL OFFICIALS°
WHEREAS, the President of the United States has
impounded $75,000,000 authorized and appropriated for this
federal fiscal year by the United States Congress for Model
City programs in 147 metropolitan cities and counties throughout
the United States pursuant to Title 1 of the Demonstration
Cities and Metropolitan Development Act of 1966, as amended;
and
WHEREAS, the President, further, initiated action to
stop further funding of the Model Cities Program as of June 30,
1974, and to replace it with a proposed Community Development Act;
and
WHEREAS, the President through the United States
Department of Housing and Urban Development directed that the
drastically reduced funds which were not impounded be used to
phase out further funding of the Model Cities Program as of
June 30, 1974; and
WHEREAS, in fact, the proposed Community Development
Act, which was to provide funds for a wide range of programs,
will not, in all probability, be implemented until July 1, 1975
at the earliest; and
WHEREAS, no funds have been allocated by the Congress
of the United States for either theMModel Cities Program or
for the wide range of related programs which were to be funded
through the proposed Community Development Act; and

MMUS, this action by the President and this
inaction of the Congress will cripple the ability of both the
national and local governments and citizens to meet and con-
structively resolve critical human and physical problems con-
fronting urban America in general and Dade County in particular;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Commission of the City of Miami
hereby calls for the release of $75,000,000 of impounded Model
Cities Funds and the full funding of the Model Cities Program
until the enactment of the proposed Community Development Act.
Section 2. The City Clerk is hereby directed to
forward certified copies of this resolution to the appropriate
governmental officials.
