Parks for People Bong! Program
Task Force Recommendation
April18, 1974
The Parks for People meeting formats included charts and maps
showing park locations, boundaries of district, photographs of
parks, and displays of park improvements. The chairman of the
meeting described the purpose of the.mee:ting and discussed the
parks and facilities with the aid of colored slides. There was
a district information booklet for distribution including similar
information.
The attendance at the meeting was small, ranging from 10 to 75
persons. However, the Task Force members met many times before
each meeting. The reports comprehensively represent the efforts
of numerous people for many citizens' hours of work.
Nine public meetings were held throughout the City during October
and November, 1973, to receive recommendations from District Task
Forces and the general public on the expenditure of the 1972 Parks
for People Bond Issue. In general, there was citizen support and
agreement with the City's proposals. (Note attached revised park
improvements, District #1-9)
The following general recommendations were made at these meetings:
Need for better police protection within the parks, including
the possibility of the setting up of a parks police force.
Public participation in park planning should be a continuous
process.
Do not acquire additional parks unless adequate staff is
provided.
Work closer with the Board of Public Instruction to develop
sclool-park agreements.
The expenditure of the bond funds for park acquisition and
development should begin immediately.
The Department of Planning performed invaluable assistance in the
preparation and delivery of these public meetings.. They should be
commended for their inexorable assistance.
The ensuing report summarizes each of the districts. In support
of the summary report are detailed districts' outlines which
include the following:
Cost estimate - original recommendations.
Report of monies already encumbered.
Task Force report.
Revised cost estimate including Task Force and departmental
recommendations.

were distributed by the Sanitation Department; community organi-

Sale of Bonds for the
Parks Bond Issue
An analysis has been made to determine what portion
of the $39. 89 million Parks and Recreational Bond
Issue would be financially feasible to be included in
the sale of bonds at the earliest possible date. It has
been concluded that it would be financially prudent to
limit the sale of bonds to a maximum of approximately
$28 million. This would represent the first offering
for the sale of the Parks Bond Issue.
It is proposed that the remaining funds, the difference
between the first sale and the total authorized bonds of
$38. 89 million be offered for sale within 90 to 120 days
after the sale of the initial issue.
With the sale of bonds established at approximately
$28 million, an analysis of the Parks Bond Program was
made and projects have been selected which total
$28, 102, 000. It is recommended that the following
projects selected be included in the first sale of bonds.

Changes in the social and economic structure of our society have led
to dramatic changes in recreational needs and concepts. Increased
leisure time and mobility, higher incomes and educational levels,
and other changes have meant a greater need for expanded recreational
facilities and a revision of recreational standards. An appraisal of
our existing City park system reveals a severe inadequacy to serve
either our present or fiiture recreational needs. Suvh factors as
higher population densities, increased numbers of young children,
lack of yard area, and the proliferation of busy thoroughfares. make
it necessary to provide additional facilities and programs for all
age groups. •
The City's present park system consists of 57 parks ranging in size
from tot lots to large community parks. However, almost all neigh-
borhoods in the City are not nerved by parks of adequate size, function,
and correct location. The Community Renewal Program found that
practically all of the existing parks or park -school complexes should
be either expanded or further developed, or both, while many were not
found to be within desirable walking distance of the neighborhood residents.
The CRP also found that the facilities of many parks were not based upon
the social needs of the neighborhoods and to be truly useful recreational
facilities must recognize that the City has a variety of interests and age
groups. Practically all of our City parks have conventional facilities
but few of there represent recreational areas attuned to current concepts
of recreational planning.
The proposed City of Miami Parks and Recreational Bond Program
represents both existing and proposed City Parks by major analysis
districts in'the City. The map on the succeeding page depicts these
analysis district. A brief outline of major acquisition and development
items has been indicated for each park together with an estimate of their
total cost. A summary of funds needed to properly develop and expand
our City park system according to contemporary recreational standards
is as follows:

In summary, the proposed Park and Recreational Bond Program represents
a comprehensive revitalization of our existing park system, together with
the acquisition and development of several major interior parks, the ex-
pansion of our Bayfront Parks, a network of riverfront parks and a City-
wide bicycle path system.

Sale of fonds for the
Parks fond Issue
An analysis has been made to determine what portion
of the $39. 89 million Parks and Recreational Bond
Issue would be financially feasible to be included in
the sale of bonds at the earliest possible date. It has
been concluded that it would be financially prudent to
limit the sale of bonds to a maximum of approximately
$28 million. This would represent the first offering
for the sale of the Parks Bond Issue.
It is proposed that the remaining funds, the difference
between the first sale and the total authorized bonds of
$38. 89 million be offered for sale within 90 to 120 days
after the sale of the initial issue.
With the sale of bonds established at approximately
$28 million, an analysis of the Parks Bond Program was
made and projects have been selected which total
$28, 102, 000. It is recommended that the following
projects selected be included in the first sale of bonds.

On March 14, 1972, we, the citizens of Miami, made a momentous decision
for the future of our community by the passage of the 39.9 million dollar
Parks for People Bond Issue. Funds derived from the sale of these bonds
will enable Miami to embark upon a far-reaching program of park expansion
and improvement.
As our City has grown and the desire and demand for leisure time activities
has increased, our parks have proved to be inadequate to meet these escalating
demands. Funds derived from the sale of the bonds will enable us to create
many new parks in all neighborhoods of the City and to revitalize existing
facilities.
The continuation of public participation in the planning and implementation of
park improvements is an essential component of the Parka for People program.
The involvement of recreational task forces throughout the City has provided
invaluable assistance to the City in the processes of park redevelopment and
expansion.
Your participation is crucial to the success of this program. Recommendations
made by a Task Force composed of members of your community will be utilized
in planning your parks.
The contributions you are making at this meeting will have an invaluable impact
upon the City for future generations and insure the success of the Parks for

On March 14, 1972, we, the citizens of Miami, made a momentous decision
for the future of our community by the passage of the 39.9 million dollar
Parks for People Bond Issue. Funds derived from the sale of these bonds
will enable Miami to embark upon a far-reaching program of park expansion
and improvement.
As our City has grown and the desire and demand for leisure time activities
has increased, our parks have proved to be inadequate to meet these escalating
demands. Funds derived from the sale of the bonds will enable us to create
many new parks in all neighborhoods of the City and to revitalize existing
facilities.
The continuation of public participation in the planning and implementation of
park improvements is an essential component of the Parke for People program.
The involvement of recreational task forces throughout the City has provided
invaluable assistance to the City in the processes of park redevelopment and
expansion.
Your participation is crucial to the success of this program. Recommendations
made by a Task Force composed of members of your community will be utilized
in planning your parks.
The contributions you are making at this meeting will have an invaluable impact
upon the City for future generations and insure the success of the Parks for
People Bond Program.

Presently there is adequate recreational facilities to serve the residents of the
downtown area. Major expansion is proposed for Bayfront Park. When completed
this major metropolitan recreational facility will extend for one mile. along
Biscayne Bay from the Miami River to the MacArthur Causeway. Also proposed is
a riverwalk along the north side of the Miami River, redevelopment of Watson
Island and expansion of Pace Park.

west area. An additional community park is needed to serve the area east of 17th
Avenue and north of SW 8th Street. Existing facilities need to be upgraded to
