AN ORDINANCE AMENDING ORDINANCE NO. 8190, AS AMENDED,
AS ADOPTED BY THE CITY CONNISSION SEPTEMBER 26, 1973
MAKING APPROPRIATIONS FOR THE FISCAL YEAR ENDING
SEPTEMBER 30, 1974, BY PROVIDING FOR CERTAIN DONATIONS
TO VARIOUS CHARITABLE ORGANIZATIONS FROM THE GENERAL
FUND BALANCE, PROVIDING THAT IF ANY SECTION, CLAUSE,
OR SUBSECTION SHALL BE DECLARED UNCONSTITUTIONAL, IT
SHALL NOT AFFECT THE REMAINING PROVISIONS, REPEALING
ALL ORDINANCES, OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH, DECLARING THIS ORDINANCE TO BE AN EMERGENCY
MEASURE AND BY A FOUR -FIFTHS VOTE OF THE MEMBERS OF
THE CITY COMMISSION, DISPENSING WITH THE REQUIREMENT
OF READING THIS ORDINANCE ON TWO SEPARATE DAYS.
WHEREAS, it is the desire of the City Commission to establish
certain programs and make appropriations therefor in the General Fund of
the City of Miami; and
WHEREAS, funds will be provided from Federal Revenue Sharing
Funds to effectuate the programs established herein;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The following appropriations from the General Fund
balance in the amounts set forth opposite each individual purpose are
hereby made for purposes which are consistent with the provisions of
Section 97 of the Charter of the City of Miami and were originally
appropriated for these purposes from Federal Revenue Sharing Funds.

Section 2. Expenditures made therefrom will be in accordance
with the provisions established by that section of the Charter and all
other pertinent provisions of the Charter and Code.
Section 3. Expenditures made hereunder will be for the
maintenance and support of the activities and purposes listed herein
and shall be subject to receipt by the Director of Finance of the City
of detailed financial reports shoving all receipts and disbursements
by each charity at least once in each year.
Section 4. If any Section, part of Section paragraph, clause,
phrase, or work of this ordinance is declared invalid, the remaining
provisions of this Ordinance shall not be affected.
Section 5. All Ordinances or parts of Ordinances, insofar as
they are inconsistent or in conflict with the provisions of this Ordinance,
are hereby repealed.
Section 6. This Ordinance is hereby declared to be an emergency
measure on the ground of urgent public need for the preservation of peace,
health, safety, and property of the City of Miami, and upon the further
ground of necessity to make the required and necessary payments to its
employees and officers, payment of its contracts, payment of interest and
principal on its debt, necessary and required purchases of goods and
supplies, and to generally carry on the functions and duties of its
municipal affairs.
Section 7. The requirement of reading this Ordinance on two
separate days is hereby dispensed with by a four -fifths vote of the members
of the Commission.
