AN ORDINANCE AMENDING ORDINANCE NO. 6871,
THE COMPREHENSIVE ZONING ORDINANCE FOR
THE CITY OF MIAMI, BY CHANGING THE ZONING
CLASSIFICATION FOR TRACTS 1 AND 2, TENTATIVE
PLAT NO. 896-"RIVER COVE" FROM C-4 (GENERAL
COMMERCIAL) AND W-I (WATERFRONT INDUSTRIAL)
TO R-4 (MEDIUM DENSITY MULTIPLE) PAD, LOCATED
AT NORTH RIVER DRIVE AT N. W. 17TH AVENUE;
AND BY MAKING THE NECESSARY CHANGES IN THE
ZONING DISTRICT MAP MADE A PART OF SAID
ORDINANCE NO. 6871 BY REFERENCE AND
DESCRIPTION IN ARTICLE III, SECTION 2 THERE-
OF; REPEALING ALL LAWS IN CONFLICT HEREWITH;
DECLARING THIS ORDINANCE TO BE AN EMERGENCY
MEASURE; DISPENSING WITH THE REQUIREMENT OF
READING THE SAME ON TWO SEPARATE DAYS BY A
VOTE OF NOT LESS THAN FOUR -FIFTHS OF THE
MEMBERS OF THE COMMISSION.
WHEREAS, the Zoning Board of the City of Miami,
at its meeting held on February 11, 1974, passed and adopted
by a 7 to 0 vote its Resolution No. ZB 3-74, recommending
granting a change in zoning classification as hereinafter set
forth; and
WHEREAS, it is deemed advisable in the best interest
of the general welfare of the City of Miami and its inhabitants
to grant a change in zoning classification, as hereinafter set
forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That Ordinance No. 6871, the
Comprehensive Zoning Ordinance for the City of Miami, be and
the same is hereby amended by changing the zoning classification
for Tracts 1 and 2, Tentative Plat No. 896-"RIVER COVE" from
C-4 (General Commercial) and W-I (Waterfront Industrial) to R-4
(Medium Density Multiple) PAD, located at North River Drive at
N. W. 17th Avenue; and by making the necessary changes in the
zoning district map made a part of said Ordinance No. 6871

by reference and description in Article III, Section 2 thereof.
Section 2. That all laws, or parts of laws, in
conflict herewith, be and the same are hereby repealed insofar
as the above described land is involved.
Section 3. It is declared to be the legislative
intent of this body that if any section, subsection, sentence,
phrase or provision of this Ordinance is held invalid, the
remainder of the Ordinance shall not be affected.
Section 4. This Ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the
preservation of peace, health, safety and property in the City
of Miami.
Section 5. The requirement of reading this Ordinance
on two separate days is hereby dispensed with by a vote of not
less than four -fifths of the members of the commission.

"River Cove" - Zoning Change

The Zoning change for "River Cove" was passed unanimously on
second reading on March 28, 1974. In writing this Ordinance,
the word "PAD" was inadvertently omitted. The PAD was unanimously
approved by Commission resolution on March 11, 1974.
The Ordinance has been rewritten to include the word "PAD". This
is the necessary authority to show this area as a PAD on the
Zoning District Map.
