A RESOLUTION APPROVING IN CONCEPT A
PROPOSAL FOR THE ACQUISITION Or PROPERTY
FOR BICENTENNIAL PARK WHICH IS A PORTION
OF THE EXPANSION ION OP BAYPRONT PARK BY THE
PROPOSED DIVISION OF BXSCAYNE BOULEVARD,
THE CIRCULAR TRANSFER TO DADE COUNTY OF
CERTAIN PROPERTIES FROM THE CITY OF MIAMI,
THE TRANSFER OF OTHER PROPERTIES FROM
DADE COUNTY TO THE FLORIDA EAST COAST
RAILWAY COMPANY, THE TRANSFER OF OTHER
PROPERTIES FROM THE FLORIDA EAST COAST
RAILWAY COMPANY TO THE CITY OF MIAMI AND
OTHER TRANSFERS OF PROPERTY AS MAY BE REQUIRED;
AUTHORIZING AND DIRECTING THE CITY MANAGER
AND THE CITY ATTORNEY TO TAKE FURTHER STEPS
AS NECESSARY AND TO NEGOTIATE FOR THE PURPOSE
OF PRESENTING A COMPLETE PLAN TO THE CITY
COMMISSION AS SOON AS POSSIBLE.
WHEREAS, the voters of the City of Miami adopted
the "Parks for People" bond issue which included the expan-
sion of Bayfront Park; and
WHEREAS, there is a suit now pending in the courts
involving the condemnation of the Florida East Coast property;
and
WHEREAS, said suit may be in the courts for many
years; and
WHEREAS, the Commission is desirous of providing
parks for the people of the City of Miami as soon as possible;
and
WHEREAS, property costs are increasing rapidly in
Miami; and
WHEREAS, the Mayor and the City Manager have
diligently and fruitfully negotiated with Mr. Ed Ball for
the acquisition of the Florida East Coast property;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:

Section 1. A proposal for the acquisition of
property for Bicentennial Park, which is a portion of
the expansion of Bayfront Park, by the proposed division
of Biscayne Boulevard, the circular transfer to Dade County
of certain properties from the City of Miami, the transfer
of other properties from Dade County to the Florida East
Coast Railway Company, the transfer of other properties
from the Florida East Coast Railway Company to the City
of Miami and other transfers of property as may be required,
is hereby approved in concept.
Section 2. The City Manager and the City Attorney
are hereby authorized and directed to take further steps as
necessary and to negotiate for the purpose of presenting a
complete plan to the City Commission as soon as possible.
