HomeMy WebLinkAboutR-74-0249t4C/gg 3/26/74 RESOLUTION No. 74-249 A RESOLUTION OBJECTING TO THE INCLUSION IN DADE COUNTY'S COMMUNITY IMPROVEMENT PROGRAM OF PORTIONS OF COCONUT GROVE NOT INCLUDED IN EXISTING NEIGHBOP.HOOD DEVELOPMENT PROGRAMS; INITIATING IMMEDIATE ACTION BY CONTACTING THE APPROPRIATE COUNTY AUTHORITEES AND REQUESTING THAT BOUNDARY LINES REMAIN THE SAME. WHEREAS, the Community Improvement Program of Dade County, projects the inclusion in its priority area J of portions of. Coconut Grove which are not included in the existing Neighborhood Development Program Area No. 4 and the said improvement program contemplates in the proposed priority area J both low income hous- ing and urban renewal activities; and WHEREAS, this Commission at a public hearing on Thursday, March 28, 1974, has heard evidence pertaining to said proposed priority area J and its effects on the entire area of Coconut Grove; and WHEREAS, any assumption that the portion of said area J outside of"the said NDP area is blighted, is based upon the averaging of the almost non-existent blight outside of the NDP area with the heavy blight in the center of the NDP area; and WHEREAS, this Commission finds that the inclusion in proposed area J of areas not included in said NDP Area No. 4, is not in the best interests of the City of Miami or of the residents and property owners of the Coconut Grove area, in that: A) The area of proposed priority area J lying outside of NDP Area No. 4 is not blighted; B) Said area J outside of NDP Area No. 4 contains insufficient vacant land for project development; � �NpEX <<ppGUN��-� CITY)} COMMISS/ttON ,•i F MAR 281974 RESot.UT10N C) Urban newa1 projects and low income housing would increase the crowding and traffic in proposed area J outside of NDP Area No. 4, which already contains both residentail and commercial high buildings; The plans for priority area J would aggravate rapid growth in the Coconut Grove area, where the preservation of its unique atmosphere should prohibit further growth in contravention of the City of Miami's master plan for the Coconut Grove area; E) Urban renewal and low income housing in priority area J outside of NDP Area No. 4 would contribute to the blight- ing of the area outside of NDP Area No. 4 by expanding the area of "the highest incidence of crime" referred to on pages 51 and 53 of the Profile of Metropolitan Dade County: Conditions and Needs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the City Commission hereby opposes the inclusion of any area beyond the boundaries of Neighborhood Develop- ment Program (NDP) Area No. 4 in priority Area J of bounty's Community Improvement Program. Section 2. That the appropriate County authorities are hereby requested to maintain the present boundary lines of NDP Area No. 4 as Priority Area J. Section 3. That the City Clerk is hereby directed to transmit copies of this Resolution to all interested public bodies and officials of Dade County, including but not limited to, the Mayor - 2 - • and County Commission of Dade County, the County Manager, the Director of the Dade County Department of Human Resources, Director of the Dade County Department of Housing and Urban Development, Director of the Dade County Planning and Develop- ment Department, Director of the Dade County Department of Building and Zoning and the Director of the Dade County Community Improvement Program.
