Comprehensive Employment and Training Act of 1973; and
WHEREAS, Dade County, the City of Miami and the City of Hialeah are
three local governments eligible to be designated as prime sponsors under the
Act; and
WHEREAS, the Act encourages and provides financial incentive for enter-
ing into consortia or intergovernmental agreements where appropriate to service
a labor market area; and
WHEREAS, The governments in, and of, Dade and Monroe Counties are
currently being served on an area -wide basis through a Comprehensive Manpower
Program Pilot Project and wish to continue this approach to planning and
implementing manpower and related programs under the Act;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. That the City Manager be authorized to negotiate and enter
into agreements with other units of local government pursuant to the Florida
Interlocal Cooperation Act of 1969, Section 163. 01 Florida Statutes (1971) for
the purpose of planning and implementing a coordinated program of manpower
and related services.
Section 2. That the City Manager is further authorized to expend funds
and enter into subcontracts pursuant to the foregoing agreements, subject to
ratification of said subcontracts by the City Commission.
Section 3. That the City Manager is authorized to apply to the Department
of Labor for prime sponsorship before March 1, 1974, if for any reason an

DEPARTMENT OF LABOR FOR PRIME SPONSORSHIP
BEFORE MARCH 1, 1974.
