HRS-EMS GRANT AWARD TO COUNTIES
LETTER OF UNDERSTANDING
The Department of Health and Rehabilitative Services is authorized by
chapter 401, Part II, Florida Statutes, to provide grants to boards of
county commissioners for the purpose of improving and expanding pre -
hospital emergency medical services. County grants are awarded only to
boards of county commissioners, but may subsequently be distributed to
municipalities and other agencies or organizations involved in the
provision of EMS pre -hospital care.
The enclosed grant application, incorporating programssubmitted by your
Fire Department's EMS Division, has been approved by the Dade County Board
of County Commissioners and has been submitted to the Department of Health
and Rehabilitative Services for final approval. Disbursements will be made
to the participating municipalities in accordance with the grant work plan
shortly after receipt of grant funds from the State Comptrollers Office.
Your signature below acknowledges and ensures that you have read,
understood and will comply fully with your agency's grant application work
plan and each document located in Appendix "D" of the booklet titled: "1992
FLORIDA EMS COUNTY GRANT PROGRAM Florida Emergency Medical Services". You
also agree to assume all compliance and reporting responsibilities for your
program and to provide program expenditure and activity reports to Dade
County for submission to the state as required under the grant.

The 1992-93 County Grant Application Package, approved by the
Fire Chiefs, the Fire Board, and the Board of County
Commissioners has been submitted to the State HRS-EMS Office
for final approval. An estimated total of $593,861.06 is
expected from HRS-EMS for Fiscal Year 1992-93, per HRS-EMS
letter dated July 10, 1992. We anticipate $136,703.00 in
support of your work projects.
We are planning again this year to disburse the funds
designated for your work projects directly to your
municipality. To facilitate that process, I am enclosing a
Letter of Understanding which will provide the basis for this
disbursement. Please secure the appropriate signature and
return it to our EMS Division, attention Amelia M. Reyes,
8175 NW 12 Street, Suite #317, Miami, FL 33126-1809.
Copies of the HRS-EMS preliminary award letter, new grant
revenue and budget schedules, 1992 Florida EMS County Grant
Program Application, Dade County Resolution #R-918-92, City's
Work and Expenditure plans for FY 1992-93 (Revised as of
09-25-92), and 1992 FLORIDA EMS COUNTY GRANT PROGRAM Florida
Emergency Medical Services Booklet are enclosed for your
information and future reference.

AN ORDINANCE ESTABLISHING A NEW SPECIAL
REVENUE FUND ENTITLED: "DADE COUNTY EMS
GRANT AWARD (FY'93)" AND APPROPRIATING FUNDS
FOR ITS OPERATION IN THE TOTAL AMOUNT OF
$223,937, CONSISTING OF A $136,703 GRANT
APPORTIONED BY METROPOLITAN DADE COUNTY FROM
THE STATE OF FLORIDA-DEPARTMENT-OF-HEALTH-AND
REHABILITATIVE SERVICES UNDER THE "FLORIDA
EMERGENCY MEDICAL SERVICES GRANT PROGRAM FOR
COUNTIES", AND $87,234 IN CARRY-OVER FUND
BALANCE FROM PREVIOUS EMS GRANT AWARDS;
AUTHORIZING THE CITY MANAGER TO ACCEPT THE
AFOREMENTIONED GRANT AWARD AND ENTER INTO THE
NECESSARY LETTER OF UNDERSTANDING WITH THE
FLORIDA DEPARTMENT OF HEALTH AND
REHABILITATIVE SERVICES AND/OR METROPOLITAN
DADE COUNTY, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY AND SUBJECT TO APPLICABLE CITY CODE
PROVISIONS; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the Florida Department of Health and Rehabilitative
Services is authorized by Chapter 401, Part II, Florida Statutes,
to provide grants to boards of county commissioners to improve
and expand pre -hospital emergency medical services; and
WHEREAS, it is the intent of the members of the Dade Board
of County Commissioners that the 1992-93 funding for Dade County
from the Florida Department of Health and Rehabilitative
Services, "Florida Emergency Medical Services Grant Program for
Counties" in the amount of $593,861 be apportioned and passed
through to participating municipal fire departments for
individual projects; and

WHEREAS, the City of Miami's allocation of this total grant
for 1992-93 is $136,703, with a carry-over fund balance from
previous grant awards of $87,234; and
WHEREAS, the City of Miami Department of Fire, Rescue and
Inspection Services' Work Plan has been approved by Dade County
-and now--desires-to- mp-l-ement the-fol]-owIng-projects-u-nder a total
grant appropriation of $223,937: (1) Purchase of Safety
Literature - $4,752; (2) Purchase of a Rescue Vehicle-Ambulance-
$40,000; (3) Purchase of a Mass Casualty/Firefighter/Paramedic
Rehabilitation Vehicle - $30,000; (4) Purchase of EMS and Video
Equipment - $21,484; (5) Establishment of an Injury Control
Program - $37,601; (6) Attendance of EMS Personnel at National,
Regional and Local Conferences and Seminars - $10,000;
(7) Provision of Infection Control Clothing - $3,000;
(8) Purchase of Five (5) EKG Monitor Defibrillators - $70,000;
and (9) Provide Training for Department Personnel to be Qualified
and Certified as Emergency Medical Dispatchers - $7,100;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are •hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The following New Special Revenue Fund is
hereby established and resources are hereby appropriated as
described herein:

Section 3. This Appropriation is contingent upon final
approval of the State of Florida Department of Health and
Rehabilitative Services and the City Manager's acceptance
thereof.
Section 4. The City Manager is hereby authorized to
accept the aforementioned grant and enter into the necessary
Letter of Understanding with the Florida Department of Health and
Rehabilitative Services and/or Metropolitan Dade County, in a
form acceptable to the City Attorney and subject to applicable
City Code provisions.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.
