In June, 1?-70, American fiiltrite began installin;, the ttt►tic'rit'tng
"shook pad ', and by the end of the month hegan laying the }Icily -
turf surface. Installation proceeded without at►hatantial problems.
and the field eras ready for tiller by the Dolphins for their g&inv on
AuMt,st 1 N.
From the start there ‘,cert. problems with the sHrf.tt t., Player,
t,tttt,lainerl of more abrasmna, and also there were , otoplaintw tic
slipping when the surface \vas dry. The surface got nri,.h hotter
than natural turf. The City found that. mean l:+ 1)(.'tween the five toot
strips of turf continually required repair (made by American
11i1trite as part of their , ontract).
Hy 1'172, various other problems had come to light. The turf pile
was matting down, its color was changing to a shade of blue, and
the field lacked resilience. American l3iltrite made good on their
guarantee and replaced the field. It is interesting to note that in
thc' initial installation the material used in the pile facing was poly-
propylene. liou ever, the 1 (4 7 2 installation used a nylon pile, the
material the other suppliers had used from the beginning.
Generally, the same complaints were voiced abut the new surface
as about the original installation in regard to playability. The City
finds now, as the second installation approaches the end of its fourth
year of service, that it is near the end of its useful life. The sur-
fare is matting and presents an unpleasant, mottled appearance.
Also, the problems with the seams continue, the surface shows exten-
sive signs of wear, and it is slippery when wet. The five year
unconditional guarantee by American i3iltrit(r has now expired and
the City Administration has recommended that the City replace the
field surface before commencement of the l relo football season
in approximately August, 1(476,
Accordingly. the City Manager has proceeded to investigate replace-
ment options, gather facts, and present recommendations to the
City Commission. A Users Committee was formed representing
the Orange Bowl Committee, Miami Dolphins, University of Miami.
Miami Toros, Dade County School System, and the City Manager';
Office, to report their findings collaterally to the City Commission.
The remainder of this report represents the findings of the
investigative study which included telephone and letter inquiries,
as well as field trips to a number of representative stadiums.

Attached please find a report entitled 'Orange (Bowl Turf Replacement - 1976,"
prepared by the City Administration. A discussion item (No. 17), appears on
the December 19, 1975, City Commission Agenda at 11:00 a. rn.
The City Administration recommends that the City C:ornmission at their meeting
of becerrher 19, address themselves to the policy decision as it relates to one
of the three fo1Iowing options:

available in imelernenting the City Co'-"iission's policy.
It is the City Administration's recornr.endation: That the City Administration
be directed to negotiate with the principal Orange Bowl [.'sera to attempt to
adjust the Orange Bowl Stadium use schedule during football seasons, to a
maximum of Z events per week and a maximum of 23 field events during the foot-
ball season; That if such a schedule can be successfully negotiated. IT IS
RECOMMENDED THAT THE EXISTING ORANGE BOWL TURF BE REPLACED
WITH NATURAL GRASS; That if the foregoing schedule cannot be achieved IT
IS RECOMMENDED THAT THE EXISTING ORANGE BOWL TURF BE REPLACED
WITH ARTIFICIAL TURF.

a special committee that had continual and direct communication with the City
Administration of each element of the investigative study conducted by the City
Administration. Representatives of the principal Orange howl Stadium users
will be in attendance at the Dt+cernber 19 City Commission Meeting and have
been allotted a maximum of 5 minutes each to present to the Miami City
Commission, their personal views and recommendation on the Orange Bowl
field replacement. Attached are written statements of position received by the
City Manager from the Miiarni f)olphins and the Dade County Schools.

Dear Mr. Andrews:
I am disturbed by the series of injuries occurring to the Miami Dolphins in games
played is the Orange Bowl Stadium. The nature and incidence of these injuries
creates deep apprehension that the artificial turf is a strong contributing factor.
We have had six years of painful experience with the two PolyTurf surfaces which
have been installed against our express wishes in the Orange Bowl. You may recall
that I appeared before the City Cotmissictl to ask that the 3-2 vote to install the original

ut the l: rlectivn PolyTurr. We had nev'r a:vsn beta adviJed that J.oLy Turf was recce•
mended or that the vote was to be taken, let alone consulted, and i was on my way to the
airport to fly to Honolulu when I learned by radio of this decision. The owners were
scornful when they learned that PolyTurf had been designated. They selected Miami as
the site of the 1911 Super Bowl only after then Mayor Stephan P. Clark and I assured
them that we would seek reconsideration of the decision of the Miami City Commission.
One member of the NFL Executive Committee coved that Miami be given the Super Bowl only
if the decision were reversed. Upon advice of legal counsel, he withdrew his motion
based upon Mayor Clark's and my assurances.
I personally believe that Larry Csonka's career as a professional player likely will be
shortened as a result of the lumber of tides he has been tackled on the hard surface
of the Orange Bowl Stadium. I have seen him black and blue in the dressing room game
after game as a result. This has not occurred to nearly the same degree on other foot-
ball fields around the NFL. We have seldom had injuries playing on the grass surfaces
which we have installed at Biscayne College and the likelihood of injury in scrimmages
when the players wear pads is always existent at Training Camp and in practice during
the season.
All of this is relevant to the decision which is about to be made concerning the in-
stallation of a new surface at the Orange Bowl. You are considering three alternatives:
(1) Astroturf, (2) Prescription Turf and (3) natural grass.
The Miami Dolphins strongly recommend either Prescription Turf or natural grass.
Prescription Turf has the advantage of swift ddvantage in a tropical rainstorm shortly
before or during a gate.

I as convinced that proper maintenance of either Prescription Turf or natural grass
will make them adequate starfaces in the Orange flows. I recognize the feeling that
if forty five events or more are staged in the Orange Bowl each year there is a
maintenance problem on natural grass. Nevertheless, even if Chia number of events
were to be played, I think that an adequate maintenance crew working every day wound
flake a graaa field completely satisfactory. We practice on grass at least four times
a week for six months at Biscayne College and achieve satisfactory results. Maintenance
costs would still leave grass less expensive than artificial turf.
But it does not appear likely that more than twenty football or soccer galas will be
played in the Orange Bowl after the 1976 season. The Miami Toros have already tads
a definite decision to play their 1976 schedule at Tamiaai Stadium. !sigh school
football will undoubtedly be played at Tropical Park after the 1976 season. The
County Manager says that Tropical Park with a capacity of 11,000 will be ready for
the 1977 high school football season.
There stems to be little doubt that natural grass or Prescription Turf can be kept
in outstanding condition if no more than twenty football games are played on it each
year. The kind of other events which are held at the Orange Bowl cause little waar
or tear on grass.

I:Ianuiacttires AstroTuri. I have i;one inte detail with them the strengths and weaknesses
of their products. We have had experience with experts who install natural grass fields.
My recommendation is based upon these investigations and ray observation over teal years
as an NFL owner in nearly every major facility which has staged professional football
games.
I do not equate AstroTurf with PolyTurf as to the quality of the rug. Obviously,
Monsanto manufactures a better product than did American Builtwright Rubber Company.
I told this to the City Commission in 1970. Nevertheless, 1 think that the force of
the sun and the heat and humidity in Miami will quickly render any artificial surface
hard enough to make players more vulnerable to injuries than on a natural surface.
The AstroTurf in the Super Does at New Orleans is a case is point. Football has bees
played on this surface for less than one full football season. The Miami Dolphins
played in the AstraDome in the second game aver contested there and the surface vas
hard then. This comes from the asphalt base which is removed only by a fraction of
an inch from the surface of the rug.
Monsanto is installing a small area covered by AstroTurf at our facilities at Biscayne
College. I suggest that your people look at the base for this surface. I am told that
the asphalt base has not yet been covered so that they can see how hard it is. Of
course, all they have to do is tear another patch at the Orange Bowl to see the same
thing. The asphalt has almost become the surface there.

when we protested FolyTurf in 1970. It is refreshing to deal with you in the light of
our past experiences. We want to cooperate with you in the same spirit in this and in
all subjects of mutual or community interest.

As long-time users of the Orange Bowl we feel it important that the position of
the Dade County Public Schools be made clear in regard to the turf replacement
in that facility.
After examining several stadium facilities, talking with members of our staff,
studying the research available and considering such factors as player safety,
initial costs, and maintenance we feel that natural grass should be installed.
Our recommendation that natural grass he installed must be made with reserva-
tions. If natural qv'a.'» is to be u)ed ',v;t.n tits condition that t.hF n..17.1t,tr of
games to be played in the Orange Bowl be greatly restricted, and if this will
result in a major reduction in the number of high school games to be permitteG,
then we must reassess our position.
We feel it is important that everyone understands that high school athletic pro-
grams are dependent on gate receipts for their operating expenses. It is there-
fore essential that games be played at suitable sites and on nights that will be
convenient for spectators to attend. With the limited number of facilities
available at the present time we have had to schedule eighteen games in the
Orange Bowl during 1975.
In scheduling these games in the Orange Bowl we have attempted to give priority
to City of Miami schools and to games that would attract the larger crowds. How-
ever, with the necessity of scheduling 106 football games in only six stadiums,
we are not always able to hold to these priorities,
We assure you that we will cooperate in any way we can and will make every effort
to reduce the number of high school games scheduled in the Orange Bowl when
suitable facilities become available.

This new plan has boon delopcc: to overcome the criticisms
of the previous plan. We're not taking any property away r:-om the
adjoining property Owners. There he no less than 40' •rem the
nearest home to Mrs. nrr's home, I'm sorry, to Mrs. lrr' s r line.
I don't know how far her home is away rom the rear lot lin but the
nearest home will be 40' away from that lot line.
The idea that (I'm sure I didn't :rake myself clear) .... what
I said was that the houses proposed will be further away f r ..a the
existing houses than arc: their adjacent neighbors that are already
built there now.
I would also like to point out that this neigh*oerhood has
quite a few nonconforming buildings in it. The buildings Can ..ots
25 and 26 are 8-unit apartment building;. There are, of r_o..;rs►► many
duplex structures on S. W. 4th street, •en the northside of the nroperty
because it is zoned for duplexes and th ,re are some other non -conforming
buildings in the neighborhood. We feel that what we are building
there is compatible with the existinc, u ;es, with the existing buildings
and will be a credit both to this prope•ty and to the adjoining property

ir. Camnbell: Thank you, lr. 'hairman. I c•'ould like to
reinforce what the lady had said in that. there are no sanitary sewers
available in this area and just when they will become available, we
don't have a schedule on that at the present time. It will be after
this present bond issue is exhauste-', t( the hest of my knowledge.
I don't know if ':r. Forner or :is client have investigated
the possibility of development here wit': the pollution control people
but, for the record, there are no sanit<ry sewers available. In an
'2-2 area, there's a possibility they ma' be able to be taken care of
on the site. Now if there's a private roadway coming in there, this
would mean that the contractor or the d4 veloper must be aware that
it would be necessary at sone future ti:e to connect all these
properties to a sanitary sewer. I know that you're nodding your
head but this could be an extreme expense and this would probably be
a 'covenant to run with the land' for er•ch of these properties,
recognizing the fact that this would be necessary at a future time.
In addition to this, Mr. Chairran, with your :ermission, I
would like to ask a question of the applicant.

4r. Campbell: Have you checked with the Fire Prevention
Bureau or the rice Department and the Department of sanitation to sea
if your design for vehicular access, all the way to the end now, meets
with their approval so that their vehicles can come in, turn around,
whatever is necessary, and then exit the oroperty?
►4r. Korner: Yes. We have chocied with both Fire Department
and with Sanitation and we know what their requirements area and we
will comply with those requirements in order to obtain both fire
protection and sanitary earbafre pickup and trash pickup. The water
and sewer problem is a difficult problem and it can be solved with
only one commodity and that's a 'lot of money'. It's never been
inexpensive before and it's going ;.o be •eery expensive in Vas case.
!Jut there is a solution to it and the owners realize that they will
have to pay the price to put in proper aaproved sanitary facilities
in this, both now and for the future hoo':ups, and *roger covenants,
easements, etc., running wit". the land, 'rill be done in order to assure
the perpetuity of those regulations.

is asking all kinds of questions that have not been answered. The

I would like to see on this item, this has been here about 11 or 15
times (since I've been here, it's been here about 3 times), -- t
would like to see this gotten over with but I want everbody to under-
stand and what's going to be accomplished.
What I would like to do is to defer this item, to give you
a chance to get together with your neighbors, get together with the

everybody would understand what's happening, there would be more

there's no way for a truck to turn around. A car might go in and
back into a parking space and get out that way again but no lame

The streets that are there riq':t now are 20' wide pavement.
That's exactly what all of the streets -- 4th Street, 5th Street.
32nd Avenue, 30th Avenue, are all 20' wide pavements. our pavements
are 23' wide.
The same thing applies as far as getting a truck in or out
as applies on these streets. You will gee that 30th Court is a dead-
end street: your trash trucks, your fire trucks can manage that and
they will manage this.
We're building single family units, one family in each unit
no more. There are now '► families on the southside of this property.
Mrs. Willis's property, the one that kind of juts into the subject
prnporty, there will be no house adjacent to her property. I don't
know that she understands that. There will be no house on the su.ject
property north of the Willis property. That will be a setback area,
a visitor parking area, landscaped walls, etc., but no house.

The Orange Bowl Turf Replacement Report and Recommendations from
the City Administration was not available from the printers to
distribute with the balance of the Agenda material. This Report
and the City Manager's recommendations along with available written
information from the Orange Bowl Users will be .hand delivered to.the
City Commission the first of next week.
In addition, the City Administration will be prepared for an oral
presentation of the Study and Recommendations at the public meeting
