Bartle, for the City of Miami, was discussed before the Planning Advisory Board on September A, 1(175, with participation by the Zoning Board. The Planning Advisory Board b} motion of November 5, 1975 requested a joint meeting with the Zoning Board and City Commission to discuss this report and this request was forwarded to you by memorandum dated November Z-I. 1975, which also enclosed copies of the report. Of particular concern was Dr. Bartley's obser- vation that citizens who are parties to, or deeply affected by. proposed Planning Advisory Board or Zoning Board actions often elect not to appear before the PAB or Zoning Board, but wait until the City Commission holds a hearing on the recom- mendation, thereby depriving both the PAB and Zoning Board of the views of a!t interested parties. Recommendations The City Commission should designate one of its members to attend meetings of the Planning Advisory Board; an ordinance change would be required (pages 16-17 and 23). 2. Increased use should be made of joint City Commission/Planning Advisory Hoard meetings (pages 17-18 and 23). 3. Careful consideration should be given to designating a Planning Advisory Board member and Zoning f;oard member as official spokesmen on items before the City Commission. An ordinance change is required (pages 18•19 and 23). 4. Liaison between the two hoards and City Departments (other than the Planning Department) should be improved (pages 21-23). 7. Attention must he given to the problem of non-appearance of interested persons before the Planning Advisory Board and their subsequent appearance before the City Commission; but no recommendation is made (pages 23-24). 8. The 13oards should utilize rules of procedure to treat with the problem of absenteeism (pages 24-26). 9. Formal devices to speed up Board or Commission action is not recom- mended; the solution lids in individual and collective responsibility (pages 27-30). 10. An ordinance amendment should allow the Commission to refer a zoning matter before the Commission to the Planning (or other) Department for a report. without the tolling of time limitations (page 30). 12. Greater coordination of City Commission agendas relating to Board recommendations on planning and land use control matters is recom- mended ( page 32). 13. A pre -meeting conference between a designated Planning Advisory Board member and Planning Department staff is recommended. (page 33). 14. Planning Advisory Board records should be located in the Department of Administration for Planning and Zoning Boards; requiring an Ordinance amendment. Relative to the attached correspondence from County Manager Ray Goode and Aviation Department Director Dick Judy, we are attaching a fact sheet concerning the Miami -Metro International Information Center at the airport. E<cept for the Manpower employes th::se permanent Publicity Department employes have been with the program since it started 13 years ago. While the closing of the center will present a problem, the fact that the County wants to reduce its portion of the budget for this operation presents even a greater problem. It is my recommendation that if this Information Center is phased out, as requested by Mr. Dick Judy, that every effort be made to transfer these employes to the News Division, where their services are badly needed. It would be most helpful, however, if this operation could continue until the summer of 1976 in an effort to give us an opportunity to phase it out in an orderly manner.
