Andrews City Manager DATt: Cie •W*.art: Lease of Wats P'nFE115tcts: GhGL©AVRtS: Island Heliport On June 27, 1966, the City Commission, by Resolution No. 37843, approved and adopted the recommendations of the City Manager, in respect to two additional applications of helicopter operators to lease Watson Island. At that time, all leases would be worded in the same manner, with the following provisions:- 1. Limit each proposed User of the Heliport to one (1) helicopter each; 2. Provide that either party may terminate the agreement on thirty (30) days written notice; 3. No building addition., will he per: itted, no signs shall be installed, and storage of aircraft equipment will be limited; 4. obtain a notice that the City intends to reevaluate the use of Watson Island Heliport once the Dade County Mister Transportation study has been completed; 5. That each User would allow the City up to ten (10) hours flight time, in exchange for the use of the facility. Since 1966 to the present time, there are only two helicopter companies operating at the facility. One company is operating two helicopters, and the other one • on a limited basis only. The City of Miami, principally the Publicity Department, is utilising a combined total of approximately three hours per month of helicopter service from these two helicopter lines. The current value of three hours of helicopter time is about $240.00. The Department of Publicity also reports that they have, on occasion, waited up to five hours until a helicopter could become available, because of prior commitments for training flights by the present Users of the facility. The City, at the present time, carries heliport insurance at this facility at an annual cost of approximately $3200.00, and provides one Sian from ,' i .I l 1 ;‘ 1. Because of the reasons as outlined, it is recommended that the Commission adopt a Resolution authorizing the Manager to enter into an agreement with another helicopter service, namely, Dade Helicopter Inc., under the same terms and conditions as the existing agreements.
