On October 14, 1975, bids were solicited from vendors of computer hardware and software services to support the recommended system. On October 31, 1975, the City Manager filed with the City Clerk the cost/benefit criteria to be used in the subsequent proposal. analysis. Andrews City Manager City of Miami Miami, Florida 33133 Dear Mr. Andrews: On July 17, 1975, the Miami City Commission approved the retention of Peat, Marwick, Mitchell b Co. to assist the City in the development of an improved automated financial resource management system. Our conceptual design and recommended implementation schedule was reviewed and accepted by City management on Septc'r'brr 1?, 1975. Based on that conceptual design, we prepared a bid specification, number 75-76-t0, entitled Computer. E uipment, Software_ and Support Services, which was railed to the following major com- puter manufacturers: . Burroughs Corporation . Honeywell Electronic . International Business . NCR Corporation . Univac Division of Sperry RarL . .i.ni• C,'rporation During the period of time the computer r ;.1'.,: ,cturers were preparing their proposals, the consultant team met with .. Andrews December 11, 1975 Page 2 It may be fairly stated that each manufacturer proposed equipment that could service the anticipated workload. Thus, the subsequent cost/benefit evaluation sought to highlight considerations deemed important by the evalu- ating eomnittee that would ensure the selection me a computer that best fit the City's projected operating environment. The detailed cost/benefit analysts that was performed resulted in the following quantitative assess- ment of the respective proposals in relation to the pre -established criteria weightst Burroughs - 828, iBM - 370/115 - S00, Honeywell - 774, Univac - 766, NCR - 677, and IBM S/1 - 670. Based on out evaluation, we recommend that the City of Miami contract with the Burroughs Corporation for the delivery of the proposed 8-1700 com- puter in the first quarter of 1976.
