It was hoped that this would be evidenced by the signing of a Consent Decree between the United States and the City of Miami. Although this 30 day period expired on Cctober 17, 1975, I refrained from taking further action against the City of Miami, as I had been informed by the Department of Justice that successful negotiations were being conducted. On December Z, 1975, I received the disturbing news that the Consent Decree which was presented to the city commissioners for approval on November 24,, 1(.075, had been unilaterally altered by representatives of the city to the extent that the document approved by the commissioners is not acceptable to the United States. While I am informed that a final meeting on the Consent Decree is scheduled for Ik . et+ni,er 11, 197c, it is my duty to advise you that the failure to reach on that date will result in our taking immediate action under Se, tson ^1, A' of the revised regulations. 1 sincerely hope such action will be unnecessary and that substantial compliance will be achieved on ()vce1n1)er 1l, 147h. Andrews City Mantger h:'" DED 12 11N Consent Decree As ra result of the special City Commission meeting held on December 11, 1975, and the adoption of the City Commission's emotion in reference to the proposed consent decree, the City Attorney, the Executive Director of Civil Service, and the City Manager met with Mr. Squire Padgett and Ms. Linda Jamieson of the .Justice Department to review and place the consent decree in final form.
