IN CONFLICT, INSO- PAR'AS THEY ARE IN CONPLICT ANb CONTAINING A SEVERABILITY PROVISION. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,'FLORIDA: Section 1.
