OF THE COMMISSION.
WHEREAS, the Off -Street Parking Board of the City of Miami has
recommended to the Commission that decal parking rates be increased in Garages
No.10 2,:3, 4 and in all lots where decals are sold and on -street meter. rates,
upon recommendation of the Parking Consultant; and
WHEREAS, Section 503 of the Trust indenture, being Ordinance
No.7414, as amended, provides that rates bereviewed by the Parking Consultant
in any twelve month period in which the net revenues of the Parking System are
less than 150 per cent of the maximum annual debt service requirement; and
WHEREAS, the Parking Consultant has personally inspected the off-
street parking facilities, and carefully reviewed the existing rate structures;
and
WHEREAS, the Parking Consultant has:submitted a report dated
October 29, 1975,
recommending that the decal. rates be, -increased at Parking
Garages No.1, 2, 3, 4 and in all lots where decals are sold,and-on-street meter
rates, to be effective January 1, 1976 in order to meet the spiralling costs of.
operations and in 'order to meet our debt service requirement; and
WHEREAS, for the foregoing reasons an emergency ,exists requiring
.proper funding of the Off'Street Parking facilities:
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;'
Section 1, That Ordinance No,7414, as amended, is hereby further
.amended by increasing certain designated parking rates as follows;

Section 2. That the rates as provided in this Ordinance shall be
effective at 12:01 A.M., January 1, 1976.
Section 3. That all acts of the Off -Street Parking Board and its
Director as to rates heretofore charged are hereby ratified and confirmed.
Section 4. That all ordinances or parts thereof in conflict herewith
are repealed insofar as they are in conflict.
Section 5. The Director of Off -Street Parking shall cause certified
copies of this Ordinance to be filed pursuant to Section 503 of the Trust
Indenture.

Section 6. If any section, sentence, clause, phrase, or word of
this ordinance is for any reason held or declared to be unconstitutional,
inoperative or void, such holding or invalidity shall not affect, the remaining
portions of this ordinance; and it shall be construed to have been the intent
of the Commission of the City of Miami to pass this ordinance without such
unconstitutional, invalid, or inoperative part therein; and the, remainder of
this ordinance, -after the exclusion of such part or parts shall be deemed and
held to be valid'as if such parts had not bean included therein,.

General economic and operating conditions have virtually placed us in a position that
requires this Department to request a rate increase in some of our parking operations
in both our garages and parking meters.
Although expansion in the number of facilities generated our highest recorded revenues,
operating costs have climbed et a higher rate. Our debt service coverage is below 150%,
therefore our Parking Consultant is required, under our Bond ordinance, to make recom.
mendations in our rate structure. Our debt service coverage at September 30, 1974 was
131`/ and at September 30, 1975 the coverage was 1215'. In order to sell bonds for future
expansion, we are required to have a coverage above the 150% level.
The rate increases for our garages and decal lots cover only the monthly decal rates,
not the daily rates, so that the transient parking public will not be affected. Short•
term porkers such as downtown shoppers, tourists and porkers needing short term parking
for conducting business will continue to pay the same low hourly rate except the on..
street parking meter rates will be increased from 50 per half hour to 100 per half hour.
The monthly rates are to be increased as follows:

The last rate increase was in January, 1974. Operating costs in our garages have jumped
4! in the fiscal year ended September 30, 1975. Increased operating costs are due in
part to salary increases, which were effective October I, 1973 of 57, January 6, 1974 of
IC and a 6`4 salary increase effective October 1, 1975. Please keep in mind that when
salaries are increased, the cost of fringe benefits, such as pension and social security,
also increase. Other operating costs have increased in the fiscal year ended September
30, 1975. For example, the cost of security guard services is up 209V and utility costs
are up 95%:.
For your information, in continHing to provide the parking public with good and efficient
parking service, the Department has conmenced its own park and shop system since the
demise of Downtown Park t- Shop, Inc. Our system provides the participating downtown
merchant with a system geared to his needs. The downtown shopper would be provided with
parking) at no cost based on the number of park and shop tickets turned in. This system
can be Utilized to provide the public with economic and speedy in and out parking service.

The attached Ordinance is submitted to the City Commission under
Commission Agenda Item #43 for the December 19, City Commission
Meeting.
Representatives of the Off -Street Parking Authority will be present
to answer any questions in this regard.
