It is noted that the City Commission as well ac all appropriate administrative officials of the City of Miami recognize the legal obligation by the City to comply with the appropriate provisions of the Rehabilitation Act of 1973 and Ordinance No. 74-19 of Metropolitan Dade County, as well as Section 413.08(3/ Florida Statutes as amended by Chapter 73-110 • Florida Statutes; the intent of these laws being to proscribe discrimination against otherwise qualified handicapped individuals solely by reason of their handicap, and nothing contained in this Consent Decree is intended to provide a basis for discrimination against the handicapped. Reference is, therefore, made in this decree to the recognition by the City that it is the intention of the City Commission to provide fair and equitable employment and promo- tion opportunities for the handicapped with the understanding that this decree appligs to minorities as defined in Title VII Of the Civil Rights Act of 1964 as amended.
