Paragraph 8 of your Proposal dated October 28. 1975 has been omitted as you will notice. A perusal of this draft will indicate certain other minor changes which were made pursuant to the intent of the City Commission. The City Commission believes it is extremely important that a member or members of the Justice Department appear at the City Commission Meeting scheduled for December 1st to dis- cuss several of the matters which are involved in the Consent Dr -re.
