We've been hired by the Florida Depattmetit of transportation to study the Venetian Causeway. Venetian Causeway White are shoot to the PRhibit eRtendinq from Biscayne boulevard on the west over to Alton Need on the east. Dade County presently Meintaihe the Venetian Causeway and it is clot* to the point where it is shout to fall into the bay and the maintenance colt of the ntrueturls are extremely high. Dade County wishes the Florida Department of Trans• portatton to take over the Venetian Causeway and Make it part of the State loadsystre. However, the Morels Departient of Transportation is not willing to accept Venetian Causeway until it is in condition that maintenance costs will be reasonable. ilo with Dade County funding and with the Plortda Department of Transportation Admtnistratton we are determining what type of desigtt and what type of cost.n are necessary to improve the Venetian Causeway. included in this will be a public involvement prograte in Which petiole Who live in both the City of Miami and the City of Miami beach along Venetian Causeway will be stet with so that the various designs earl be discussed with them. And we feed prior to beginning the study and prior to beginning the public involvement programs that we'd like the City of Miami C1 Mission to be aware that the program is going on and we'll keep you informed throughout the program of what decisions are being made regarding the causeway. PlemMere Public meetings. public involvement meetings will begin in February or March of 197o. Mr. Plume?: You haven't sat a date? Mr. U. 1 1 uMMer t No, we have not. Me'v.• last begun the study and before we got too involved it. it w. wanted to make sure you knew what wa:: going on. Mr. Plummer: Well. I might suggest because take it from the experience of this commis - :;ion the closer you can hold those meetings to the place of residence of the people that you're trying to let input from the better off you're going to be and the better involve- ment you're going to have. so I would suggest, Mr. Manager. even though it is not a city project can we stake sure through this commission even to the extent of the price of an ad that you would place an ad in the paper for there advertising the title and the date of this public hearing because it involves city of Miami people, that if you would forward this inforsetion to the Manager he would take it upon Massif to place an ad in the local newspapers for edification of those people involved. Mr. A. Plummer: Yes, sir, we certainly will do that. Rev. Gibson: The ad is fine. let tie ask the other thing. If each property owner were notified would it oast us any less or cost us about the same? Mr. Pieper: If you involve just city people it would probably cost us less. Rev. atbson: What I'm saying is I'm thinking about each property owner in the city will receive a letter saying that this meeting is being held then we know that if we didn't read the newspaper that's one thing but I think we have an obltgattoe to see to it that each property owner is notified and then it is tp to him to be there. Mt, Andrews; If we attempted to notify each property owner which ovoid be accomplisihed that would be very expensive and far outweigh the cost os an al that we could put in the paper. We've only been in eitistence not even two years. nut what we do need to recognise and the consultants brought this up is a term called incremental planning which tueans that you don't wait for a total plan to start implementing and certainly somewhere along the line we can go through due process and make some recommendations is all I would like to say. 1 believe in that. Mayor Ferret Srlba, I ran into Mr. Holln the other day and I said, Ted, you've been telling me now for three years that you were going to start witha project and you haven't gotten started, He said, well it has been very very compli'ate.i and we have all kinds of problems and I can't start because Omni needs my land. Het he said there might be a possibility where I can start a smaller project next to it. I think I've got the financ- ing all worked out. I said fine, when can you get started. He said, well 1: can't get started until we go through the procesn of toning. S:o I said, then what is holding you back? He said, well we've q.1 to go through planning. 1 said. well we can't stop due process but I think them: is a vehicle where we can accelerate the whole thing and nay all right, take this out of order. Look. this construction industry 'fight now is 65% off. There are today in Dade County over 14,000 people out of work in the construction industry. I know because it affects the and my company and I know whit people ate suffer- ing. You know one job more or less isn't going to make that much of a difference with the companies but for the people that need the work it is a desperate thing and anything that we can do to expedite to get people working if it is reasonable. I'm not saying that we should waive or do anything extraordinary but what I am saying is if it is going to be planned or zoned. if it is good zoning. if it is good planning let's see how we can cut the red rape so we can... Now if he is going to be turned down turn him down quickly but it he's not going to get turned down let's move it quickly so that the man can 40 What he says he can do which is start construction in January. Mr. Rich Chesser( (slide presentation) Downtown Miami Conceptual Transporation Plan was a study cos leted for the Department of Transportatioh by Beiswenger Hoch and Associates ih 1e73. If you do recall the final presentation was held in the downtown Medal library on January i6th, 1974. The study analyzed an area generally bounded by ttiseayne Vey on the east, north 20th Street on the north to the west I-9S and on the ooute S.E. 8th Street. The study compared existing and future conditions in this area and equated the deficiencies into four basic problem areas. The first probleaa was park- ing throughout the study area. The second was new modes of transportation to service the downtown area. The third was the protlems existing in the Dupont Plata Area itself ana the fourth was general traffic circulation throughout the study area. The study <•'nsist.•ei of varieeus alignments for the r..pid transit system and proposed a personal rapid transit or PRT system as one of the elements of a rapid transit for the downtown area. This section of the report was presented ie Dade County as the recosmnendation to 'hear rapid transit system and this study was orcuring simultaneously to the developeent of the rapid transit system. Mr. Fred St Iverman of the Office of transportation Atbeinis- trttiorl will discuss the final recommendations for the rapid transit system as they do serve the downtown area. The third problem area and the one which we've had the Most interest in is the DuPont Plaza area. Th•+ problem was equated to conflicting traffic eovsaents in the four block area. To alleviate this problem as such as possible the core interfacing traffic conflicting Movements were separated on eulti-level direct convect systems. Avenue Bridge, the separation of existing traffimovements to provide uninterrupted flow from biscayne Boulevard to Briekll Avenue as r:hown in the red from t-!S to fiscayne fonlevard shown in the yellow which might be a little hard to see and then the third level was the in'al street circulation pattern to I avi what we have existing in the DuPont Pieria area and to have this still serving the four maior tracts in that area. The fourth !tes was a direct access parking rapt loop direct from t-95 into future parking garages if they should kw built on the four tracts sheave that are existing right now and Vacant in the DuPont Pia::a area. The total system shown here could be developed in stages on an as needed bests. One alternate to this total scheme was proposed. This included all the elements as shown in the first group plus the addition of an additional river crossing at the month of the Miami River. Mr. Silverman: We're talking about really three issues. we've all agreed on the con- ceptual part in the Dupont Plaza area itself but then we've got the two issues - do you want to just replace the existing Rrickeli Avenue ;►ridge nr do you want to include another bridge t., the east. This is the it:sue that's been coming up so that's something that hasn't been determined now and it is going to be discussed as an alternative. Mrs. Cordon: I understand. I just wanted a time frame. Now another question. Mr. Mayor. Assuming that the report copses back favorable from the engineering study what cost are we talking about for the implementation of the plan? And where is that going to cog* from? Mr. Goode: Well you see, to the extent that 1.9S would be involved that's 90•10 federal money. The other big involvement would be U.S. 1 an4 again that is basically. the money would caste from a match of federal and state funds. the area where the City of Miami and Dade County nay have to be more concerned depends on what cosies out as the answer to feeding out the traffic into these presently four vacant blocks near the Dupont Plata. There may be part of that ingress and egress that would not be eligible for the funding either through the Interstate or the other part of their funding system at which time we would then have to look at it. Rut that may not even be a necessity so you're getting a combination of federal and state funds to do the construction. Mrs. Gordon: Then the third alternative would be the county? Mayor Ferret Nell see. we're not at that bridge yet - excuse the pun - but 1 think what we have to do. what always happens. Rose. is this: that everyttae we come up for funding or ... they say. well you don't even have preliminary engineering and it always happens that those people that are in lime are the ones that have preliminary engineering. They say, we've got preliminary engineering for this road and preliminary engine:Mime for that one. let's do that one since they're on the line. So the way for us to get closer. we're a year and a half way from making the! decision but unless we get this prellteinary engineering done we'll never be in line. So all we're trying to do is tell the governor and the state. The Fleet Insurance. what used to be the Fleet Insurance which was covered by the Hartford Insurance t:otnpany.
