Subject: Amend - List of Expedited Projects - Economic Stimulus Awards and Agrmnts
Purpose of Item:
The purpose of this item is to approve a Resolution of the Miami City Commission,
amending the City of Miami's ("City") list of expedited projects, pursuant to Section 18-
117 of the Code of the City of Miami, Florida, as amended ("City Code"), titled
"Economic Stimulus Awards and Agreements," enacted December 11, 2008, as
amended, by replacing the current "Attachment A - 05/22/2025 REVISED" with
"Attachment A - 04/09/2026 REVISED," attached and incorporated, for the purpose of
including new and on -going capital improvements solicitations and projects; further
authorizing the City Manager to negotiate and execute all other documents, including
any amendments and extensions, subject to all allocations, appropriations, and
budgetary approvals having been previously made, and in compliance with all
applicable provisions of the City Code, including the City's Procurement Ordinance,
Anti -deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of
the City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable rules and regulations, as may be necessary for said purpose.
Background of Item:
Ordinance No. 13045, adopted December 11, 2008, amending Chapter 18, Article III of
the City Code, the "Procurement Ordinance," enacted a new Section 18-117 entitled
"Economic Stimulus Awards and Agreements" ("Section"). The new Section established
measures to stimulate the local economy by creating a process to expedite the award of
professional services agreements and construction contracts for certain projects
identified in an Attachment "A" of said Procurement Ordinance, and authorized the City
Manager to advertise for, receive, review, evaluate, and reject responses and award
contracts for the listed projects.
Pursuant to the Section, the City Commission may add or delete projects from
Attachment "A" by passage of resolutions. Resolution No. 14-0372, adopted September
29, 2014, replaced the original Attachment "A" with "Attachment A - 09/10/14
REVISED." Subsequently, Resolution No. 19-0187, adopted May 9, 2019, replaced
"Attachment A - 09/10/14 REVISED" with "Attachment A - 04/12/19 REVISED." Later,
Resolution No. 20-0209, adopted on July 23, 2020, replaced "Attachment A - 04/12/19
REVISED" with "Attachment A - 06/17/20 REVISED Miami Recovery Initiative."
Afterward, Resolution No. 24-0002, adopted on January 11, 2024, replaced "Attachment
A - 06/17/20 REVISED Miami Recovery Initiative" with "Attachment A - 11/27/23
REVISED." Subsequently, Resolution No. 24-0203, adopted on May 23, 2024, replaced
"Attachment A - 11/27/23 REVISED" with "Attachment A - 05/23/24 REVISED." Finally,
Resolution No. 25-0208 adopted on June 17, 2025, replaced "Attachment A - 05/23/24
REVISED" with "Attachment A - 05/22/2025 REVISED."
The proposed Resolution hereby replaces "Attachment A - 05/22/2025 REVISED" with
"Attachment A - 04/09/2026 REVISED" to incorporate new and on -going capital
improvements solicitations and projects, which are intended to address the City's
resilience needs as part of its sea -level rise, flood prevention, roadway improvements,
and park goals and objectives.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
PURSUANT TO SECTION 18-117 OF THE CODE OF THE CITY OF MIAMI, FLORIDA,
AS AMENDED ("CITY CODE"), REPLACING ATTACHMENT "A" TO SECTION 18-117
OF THE CITY CODE, WHICH IDENTIFIES CERTAIN CAPITAL CONSTRUCTION
PROJECTS SUBJECT TO THE CITY'S ECONOMIC STIMULUS AWARDS AND
AGREEMENTS PROCESS, WITH THE REVISED ATTACHMENT "A" ATTACHED
AND INCORPORATED HERETO; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Section 18-117 of the Code of the City of Miami, Florida, as amended ("City
Code"), titled "Economic Stimulus Awards and Agreements," establishes an expedited process
for certain capital construction projects identified in Attachment "A" thereto for the express
purpose of stimulating the local economy; and
WHEREAS, Section 18-117 further provides that Attachment "A" may be amended from
time to time by City Commission resolution and that the City Commission may, from time to
time, add or delete projects from the list of economic stimulus projects to which Section 18-117
applies; and
WHEREAS, the City desires to update the list of qualifying capital construction projects
by replacing the existing Attachment "A" with the revised Attachment "A" attached and
incorporated into this Resolution; and
WHEREAS, upon adoption of this Resolution, the revised Attachment "A" shall constitute
the operative list of projects subject to Section 18-117 of the City Code unless and until further
amended by resolution of the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. Pursuant to Section 18-117 of the City Code, the City Commission hereby
replaces the existing Attachment "A" to Section 18-117 with the revised Attachment "A" attached
and incorporated hereto.
Section 3. The revised Attachment "A" approved by this Resolution shall supersede and
replace all prior versions of Attachment "A" to Section 18-117 of the City Code.
Section 4. This Resolution shall become effective immediately upon its adoption.
