Box 330708 Miami, Florida 33133 Dear Mr. Andrews: 31 It is a pleasure to inform you that Grant A40-41-40 in the amount of $45,000 is awarded to the City of Miami, Florida. Grant funds are to commission a major sculpture to be sit- uated in the City of Miami's Bicentennial Park as outlined in your application (A04054-74) dated October 5, 1973 and correspondence referred to below. The grant starting date is January 1, 1974 and the grant ending date is June 30, 1976. It is understood that this grant to the City of Miami, Florida, replaces the grant awarded on January 9, 1974 to the Inter -American Center. Authority. It is also under- stood that this action is with the complete understanding and full agreement of the Inter -American Center Authority. The Inter -American Center Authority will be provided a copy of this award letter which will act to revoke the earlier award letter to them. It is a condition of this grant that Endowment funds pro- vided may not exceed fifty percent of the total cost of this project. The obligation of the Endowment shall not be increased unless agreed to in writing by the Chairman or her duly authorized representative. A copy of the General Grant Provisions NFAH 1-54 Revised May 1975 is attached. Please note that allowable costs un- der this grant shall be determined in accordance with the cost principles set forth in the Federal Management Circular No. 74-4. You are further reminded that this grant award requires adherence to Federal Management Circular No. 74-7, "Uniform administrative requirements for grants-in-aid to State and local governments." If for any reason you are un- able to comply with any requirement and/or condition of the cost principles or the administrative requirements, or have questions about them, please advise the Visual Arts Program, (202) 634-1566, promptly. Andrews As a help to the development of the program, the Endowment requests, in addition to the final reports due after the termination of the grant period, that you submit to the grants Office a minimum of three 8" x 10" photographs doe- umenting the project accomplished with grant funds. It is requested that both the Authorizing Official and the Proj- ect Director sign the Final Descriptive Report to indicate that the project for which Endowment funds were awarded has been accomplished. In all published material and announcements regarding this program it is suggested that a special notice be made that: "This project is supported by a grant from the National Endowment for the Arts in Washington, D.C., a Federal agency." Please assist us in the efficient handling of this grant by following the procedures set out below: a. Confirm the acceptance of this grant and request initial payment by: (1) signing and dating two copies oft (a) this letter; (h) the Project Budget; (2) completing the following: (a) Labor Assurance Form (two copies) ; (b) Signature Card (two copies); (c) one set of the Request for Advance or Re- imbursement form (see Instruction Sheet attached thereto). Your Request should be submitted at least 20-working days be- fore funds are needed (under no circumstances may funds be requested to cover expenditures incurred prior to the begin- ning of the grant period); (3) returning the above in the enclosed envelope. b. Use the enclosed envelopes for submitting future re- quests for funds. Mr. P. W. Andrews c.
