As you may know, Ns. J. I. Kislak and I own art apartment building, known as Park Towers, which is located at 390 N.W. Zed Street, which is directly across from the Park. We constructed this building approximately eleven years ago. We are, of curse, vitally concerned with the future growth and development of the subject eras wich i define, for purposes of this discussion, as being bounded by the Sbcpresswey, the Miami River on the Fast and West, and by N.W. 5th St. and Flagler Street as North and South. Appzocc ately t years ago Little HUD (=plated a project on N.W. 3rd St., on the opposite side of Locus Park, and recently completed the Jack Orr Plaza building within this overall area. We believe that this particular area, if properly planned and developed, might be one of the few areas in downtown Miami whirs can be successfully developed for low and/or moderate in are housing ard therefore, we would strongly suggest that this area be designated as a target area in the Ccrmunity Deeveloprent Program, so that the City might consider the possibility of acquiring additional land in this area, including rare water- front property, ard carry out a plan for the conservation of land arx//or buildings in the area. To designate the area as an Improvement and Conservation District. 2 To set aside funds, in an amount to be determined by the Staff and the City Commission, to purchase available waterfront Property between N.W. River Drive and the Miami River. from nattier Street to the N.W. 7th Avenue bridge, with the initial emphasis in the area which would be an extension of lummus Park, so as to create a Waterfront Extension of the Paris. As setforth in the Doxiadis Report, "This is a water city. Thera ought to be a marriage of the river and downtown. Don't let the opportunity slip by. Reclaim the river.". Obviously this concept would apply to the extension of the existing park. a) To work with the present owners of waterfront property, such as the ''ahi Shrine Temple and the Miami Pioneers Club, to beautify and improve the area by landscapinn and other means. b) To coordinate efforts with the owners and lessees of the water- front property in the Captain tom's Fishhouse area (near Flagler Street), and in the area from the N.W. 7th Avenue bridge to the City of Miami Pumping Station, to improve the appearance of the buildings in the area, and to maintain the unique esthetic water- front quality of the property. 3. Commencing in the year 1976, to acquire other property in the area. as the Staff and the City Omission may deem appropriate. and to provide for the acquisition of other property in subsequent years. so that at the end of a three or four year period. all the necessary property will have been acquired. 4. To encourage tittle HUD, which owns several major buildings in the area, and other Governmental Agencies, to build other buildings in the area. 7. To consider the appropriate means to link and connect the subject area to the Government Center Complex. R. To carry out a building and toning code enforcement program in the area. 9. To assist owners in the rehabilitation of property when such rehabilitation is feasible and appropriate. 10. To obtain a list of the owners of the property in the designated area, and to act as a catalyst in convening a meeting, and thereafter an association of property owners who will work with the City in carrying out the proposed plan.
