Knight Conference Center on the site planned for the doentiwn Miami Convention Center Cor,+plex. As you knew, the University of .•tia.•ti's unique academic resources-eincluding its ever more prestigious Schools of Medicine, hiw, Business Administration, lhgineerinq and E:rvt o: ental Design, and ~Brine care' Atmospheric Science -- have a demonstrated, tremendous potential to attract major professional, cultural, and scientific conferences to the :tiami. area. A total of $3.25 million in gifts has Leen pledged to the University for the Jo:nes L. Knight Conference Center. Sophisticated planning for the Center':; development and construction has long since been undertaken by the University. Ue at the University .are keenly sensitive to our obligation to the James L. Idhen a Baltimore engineer blew the whistle on Spiro Agnew, governments at all levels grapl^1ed with the problem: How can government contract for professional services competitively, fairly and honestly? Although the problem was not easy, because professional service expected is not easily defined as is the quantifiable description of work expected from bidding construction contractors, a system was devised. It is now in effect at all levels of government from the Federal Governrant to local governments. ThiS cormittet screens led selects in order the professionals best suited for the project and recommends that the City negiotiate for the contract with the ranking firms, in order. Your selection committee for the Miami Convention Hall, evaluated my firm's credentials, heard our presentation and interviewed our key personnel. Your committee did not, in our opinion, recommend the best fire, because our firm was not recommended. However, our opinion is biased, and perhaps, the firm has characteristics of which we are not aware that are inappropriate for this particular project. Aware or not, we do know that established procedures were followed, we were treated fairly, and we believe honestly by persons with the best background for evaluating professional adequacy. We believe that it is inappropriate to repeat this process before elected officials who, perhaps, have the least basis for evaluating profes- sional adequacy and the demands for professional services for the Miami Convention Hall. If this body, because of this presentation, should give us the contract for the Miami Convention Hall after your selection committee has found us wanting, flow can we explain this turn of events to our peers, our friends, my wife? How will you explain it to the citizens? Handicapped Physical Education and Recreation Training Grant Application The United States Department of health, Education and Welfare has allocated $700, 000 for the fiscal year 1975-76, from the Education of the Handicapped Act, Title VI, for the purposes of improving the quality. and to increase the quantity of physical education and recreation personnel trained to work with the handicapped. We would like to submit at this time, a request for funding a training program for staff who are presently working in the Department of Parks and Recreation and have contact with handicapped individuals in our community. The offices and classrooms for this program would be in the Abe Goldman Building located at Flagarni Park during the day and early evenings. Mondays through Fridays. This program would include training institutes as well as regular training programs. It is hoped that upon the completion of this program a manual will be developed on the methods and procedures for working with the handicapped in recreation programs. We are requesting $119, 458.80 for the fiscal year, June 1. 1976 -July 31, 1977. This program, if approved, has a possible duration of three years with total funding possibly reaching $351, 769.80. This program will also train other City of Miami employees who are not presently having direct contact with handicapped individuals. but who might. such as Police and Firemen.
