Matilda Street Barricade at Kirk Munroe Park 10-9- 7 5 Agenda item No. 16 Early this year Mr. John Daw, property owner immediately west of Kirk Munroe Park, appeared before the City Commission to express his opposition to some conditions existing in his neighborhood. Subsequent to his appearance, the City Administration met with Mr. 1)aw and resolved to the satisfaction of both parties most of the problems cited by him. One of the changes he requested was the cessation of barricading Matilda Street between Kirk Munroe Park and the Coconut Grove Elementary School. Mr, Daw submitted a petition containing the names of residents in the area requesting that this barricading practice be stopped. Upon receiving the petition, on May 16 a letter was sent to Mrs. Good, Principal of the school, informing her that the area residents had requested the school to discontinue barricading the street. it was further explained the City was in the process of improving the park to provide expanded recreational facilities and that these improvements would undoubtedly increase the number of people daily utilizing the park. Because of this increased use, and as a convenience to the public, the school was re- quested to discontinue barricading the street. Ms. Clark, Site Planner for the Dade County School Board, in her May 27, 1975 letter, informed the City Mrs. Good had reviewed the present use of the Kirk Munroe Park as a play area for the primary grades and had secured permission of the Area Superintendent to designate a part of the school grounds for this activity. She requested that the barricading continue until June 13. 1975. and indicated that the new arrangements would commence with the fall 1975 term. Ms. Clark expressed her appreciation to the City for its cooperation in making this land available for school use for so rna.ny years. In requesting that the street barrica.dini; be discontinued, the City v.as not asking that the school cease using the park as a play area and thought that other arrange- ments would be made by the school to permit safe crossing from Matilda Street for the children. ihe• safe crossing could he accomplished by either the teacher supervising the piny activity or student patrol. Therefore, 1 believe that a re -consideration of this matter is needed at once. I feel that these barricades should be placed back where they were until such time as a public hearing is held on this matter and the people have an opportunity to express their feelins on it. This placement seems to be necessary for the protection of the children involved. Please, take action as soon as possible and inform me when these barricades have been replaced.
