The first specifi.`,ati In was for "tiicroforrn Sys - terns Specialist Services"; the se,aon1 was for "RSX Operating Sys- tems Specialist Services"; the third wa. for "PDP 11/4S Assembly Language Specialist Services". All three of these service con- tracts are required as an integral aspect of the , MPD information systems development project. The parpose of these service: is to provide the Dekeartment with expertise in several extremely spe- cialized technical ,areas. The contracts are to be financed out of bond fund: as previously approved by the City Commission on April 22, 1975 Resolution fro. 75-?83. The Microform Systems Sp_eialist falls into the category "Microfilm Conversion Service Cont-act", and the RSX Operating Systems Specialist and the PDP-11u 5 A3e- bl y Language Specialist fall into the category "Technieal Sup;.ort Services", as previously des crik e 3 in the Police Department Bond Program report to the City Commiceion dated It April 1975. Upon at•::r-' of contract, the winning, bidders will be instructed to begin wor .as soon a: possible. There is a very short time left to accoee,lish a multiteee of objectivee prior to moving into the new police Building. The microform .specialist services will be used to plan and follow-through on the conversion from paper to microfilm records/techniq'.es. The P.SX operating systems specialist services will be used to avoid/resolve highly technical software matters and to provide on-the-job training and assistance to MP1 systems programmers in the matters. The PDP-1145 specialist services will he used to develop highly specialized equipment depanie t software routine3, software driver/handlers, for the real-time applications. These services will be highly instrumental in imtlementing effective information systems to complement the new facility. The contractual services have been spec+ fied in each case for a period of six, nine, and twelve months and prices have been quoted by each bidder for each of the time periods. Miami Microfilm Service,; hae been in business, for a period of four years and includes in its customer reference list Metropolitan Dade County Data Processing, Jacson Memorial Hoopital Data Processing, National Airlines Computer Servi _ee i arvi tne "iiami Herald, among others. On the RSX-11D and PDP-11/45 specialistit is recommended that the bid be awarded to Digital Equipment Corporation despite the fact that this company was the sole bidder. Digital is the original manufacturer of the MPD's computer hardware an it is logical to assume that they will provide high quality supportin` services for their customers. In questioning a competitor as to why he did not bid on these contracts, we were informed that specialists of this calibre are both costly and difficult to find and to hire; very few companies can commit these important resources for six to twelve months; only Digital has suffi- cient specialized resources to be capable of contracting these services to the MPD. Further, it should be noted that the bids fall within the anticipated range as estimated by the Police Department, and are in con- formance with normal induetry pricing. Based upon the foregoing inZormation, it is recommended that (1) the "Mieroform Systems Speceal.iat Servicee" bid be awarded to Miami Micro- film Services, Inc.
