A RESOLUTION AUTHOR/7ING THE CITY MANAGER
EXECUTE AN AGREEMENT WITH METROPOLZTAN DAD'L
COUNTY THROUGH THE MANPOWER PLANNING CONSORTIUM
Of' DADE AND MONROE COUNTIES, AMENDING THE
AGREEMENT APPROVED BY METROPOLITAN DADE COUNTY
RESOLUTION R-1342-74, BY INCREASING THE TOTAL
AMOUNT OF THE CURRENT CONTRACT TO $1, 904, 5 38
AND tXTENDING THE TIME CF PERFORMANCE TO
JUNE 30, 1976 PURSUANT TO CITY OF MIAMI RESOLU-
TION NO. 74-111.
WHEREAS. the City of Miami has operated a Puhlic
Service Employment rr gran' under TITLE II of the Comprehensive
Employment and Training Art, during the past- year: and
WHEREAS, the U.S. Department of Labor has approved
funds t< carry out the program through fiscal year 176; and
WHEREAS. the unemployment rate in Miami continues
at an exceptionally high rate;
NOW, TIHEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager be, and he is herel-y,
authorized to execute an agreement with Metropolitan Dade County
through the MANPOWER PLANNING CONSORTIUM of Dade and Monroe
Counties, amending the agreement approved by Metropolitan Dade
County Resolution R-1342-74, by increasing the total amount of
the current contract to $1,904,53E and extending the time of
performance to June 30, 1976 pursuant to City Resolution Nc.74-111.

In connection with the proposed resolution to extend funding for
the Comprehensive Employment & Training Act (CETA) Title II
program, please be advised of the following:
1) The new proposed funding for FY-76 is $031, 3YY'1.00 making
a total of $1,904,00').00 allocated to the Title II program
since September, 1374.
2) The new funds are designated to continue 111 manpower en-
rollees in their federally funded slots through June 30,
1976.
3) In order to participate in the Title I1 program, enrollees
must have been unemployed for 30 days at the time of ap-
plication and must reside with a specific target area, lim-
ited to City of Miami census tracts with the highest un-
employment rate. Their geographic distribution cover a
portion of Litle Havana, downtown, Model Cities and a por-
tion of Edison Litle River.
4) The current ethnic composition of the Title II enrollees
is 53 Blacks, 56 Spanish, and 2 Anglos. Of the total,
31 are female.

Title II Contract, increasing the total amount of the current
contract to $1,904,538 and extending the time of performance to
June 30, 1976, as requested by Mr. M. P. Molins,Manpowwer Coordinator.

The City of Miami has been allocated $)31,000 in Comprehensive
Employment and Training Act ( C.E.T.A. ) Title II funds by the
local manpower consortium. These funds will serve to extend
the current 115 Title II enrollees for nine months through
June 30, 1976 per the proposed resolution.
The enrollees are currently serving in many city departments and
have proved themselves a valuable asset to the City.
