AND GRANTING PERMISSION FOR THE USE OF COCONUT GROVE PEACOCK PARK. WHEREAS, the Coconut Grove Assocation, Inc. has requested assistance in connection with the Annual Coconut Grove Arts Festival in 1976: NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI. FLORIDA. Section 1. Andrews City Manager n.TF �� •--- rliF • 1 . .1. •4 th Coconut Grove Arts Festival 10-9-75 Agenda Item No. 35 Recently a meeting was head with representatives of the City Manager's Office, Fire Department, Police Department, Dade County Traffic and Transportation. Coconut Grove Chamber of Commerce and the Coconut Grove Association, inc., to plan for the Coconut Grove Arts Festival to be held February 13, 14 and 15, 1976. It is proposed that the festival this year be held on McFarlane Road from l3a.yshore Drive to Grand Avenue; Main Highway from Grand Avenue to Charles Avenue: Commodore Plaza from Main Highway to Grand Avenue: and Fuller Street from Main to Grand. All of these streets, except Commodore Mara and Fuller Street. would be closed to traffic from 9 AM to 9 PM Friday, and 7 AM to 9 PM on Saturday and Sunday. Commodore Plaza and Fuller Street would be closed to traffic from 8 AM Friday to 9 PM, and the same time as the other streets on Saturday and Sunday. The art exhibits would be placed in the public right of way. leaving the sidewalk clear for pedestrian movement and the center of the streets clear for pedestrian movement and emergency vehicles. Dade County Traffic and Transportation has agreed to supply barricades for those intersections to be blocked to traffic and to install "Local Traffic Only" signs from Douglas Road on all intersections on Main Highway. Signs will be placed a week in advance of the festival, advis- ing that Main Highway and McFarlane Road will be closed to traffic during the festival hours. News media coverage regarding the street closing will also be arranged by the Association and Dade County Traffic. The Association will provide 8 off -duty policemen for the festival and the City will make available Park hangers as necessary. Three Public Service Aides will also be used at the discretion of the Police Department. The City of Miami will alloy.' the Dinner Key area to be used for spectator parking for the festival. The City Attorney's office has be.rn requested, if possible, to develop an ordi- nance that would prohibit unauthorized vendors from displaying and selling art work within the public right of way of those streets officially closed for this event. It is recommended that the City Commission adopt the attached resolution designating those streets which will be closed during the Coconut Grove Arts Festival for the times as stated above.
