Andrews City Manager t 1if SEP 2 b 1971 Consultant Recommendation: Miami Convention hall As directed by Commission Resolution # 7 5- i 12 of July 31, 1975, the administration has evaluated the pro- fessional qualification:: of design teams considered capable of providing, professional services for then design, preparation of contract documents, and con- struction supervision of the :Miami Convention Ball. Based on this evacuation, three design teams are recommended and ranked in order of preference, based on their qualifications to undertake this project. It is requested that the Commission authorize the administration to begin fee /scope of services nego- tiations with the first -ranked firm. BACKGROUND The Miami Convention Hall will be located on a 5-acre site on the banks of the Miami River at 5. E. 4 Street and S. E. 2 Avenue. The construction budget is $9, 5 million (including fees) and will require an additional $1 million for equipping the facility. It is visualized as a functional facility to serve the needs of regional conventions and will further the City's objectivies of fostering Downtown as the vital center of the City and region, of further enhancing our important tourist industry and of immediately bolstering local construction acti vity. CONSULTANT SELECTION PROCESS As directed by the City Commission, invitations to render professional services were sent to approximately 360 local architectural firms on August 12, 1975n A public notice was also advertised in local newspapers. The solicitation from the City asked potential respondents to form design teams, including a complete array of design professionals, capable of delivering a completed facility ready for occupancy in approximately two years Page 1 of 3 flonorable Members' the City Commission EP 2 1975 Thirty-two letters ,Pf interest were received from design teams and have been reviewed by the Selection Committee, which was appointed by the City Manager, in accordance with procedures and criteria set forth by the Florida Consultants' Competitive Negotiation on Act of 1973. The Selection Committee was impressed with the quality of the material presented and the professional competence represented by the design teams. All of the design teams emphasized a local lead architectural firm. Based on capability-; ability and adequacy of personnel; pest record and experience and location; nine design teams were judged to more closely meet the criteria to undertake this assignment. The Selection Cotntnitte•e personally interviewed all nittt' design teams on September 17, 1975. Criteria utilized in the interviews included the ability of professional personne'l;pastperf. rrean'e; willingness to meet time and budget requirement.,; location; recent, current and projected work loads of the teams and the volume of work previously awarded to the team members. The recommendation of the Selection Committee was primarily based on three Considerations: a) the demonstrated experience of the team in designing convention or related facilities; b► the capability of the local lead architectural firm of the design team to design the convention facility: and c) the ability of the team to meet time and budget constraints. The Committee's recommenda- tion was submitted to the City Manager who conducted additional interviews on Wednesday, September 2.1, 1975, which were concluded at 6:00 P. M. that day. RECOMMEN DA TION The City Manager requests authorization to commence fee/scope of service negotiations with the architectural firm and associated members of his design team in the order listed: 1.
