WHEREAS, it is essential that the fees as provided
herein be increased: and
WHEREAS, this Ordinance is necessary for the preser-
vation of the health, peace, safety and welfare of the City of
Miami, and
WHEREAS, the City Manager recommends that in
order to
provide this much needed service for the operation of the muni-
cipality that the fees as herein provided be increased;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF.
THE CITY OF MIAMI, FLORIDA:
Section 1. Sections.5, 6, 7 and 8 of Ordinance No. 6145,
as amended by Ordinances Nos. 7723, 7802 and 8109, are hereby
amendedby repealing the fee schedule as provided therein and
by establishing.a new fee schedule as hereinafter set forth, to wit:'
1/ Words and figures stricken throughout all pages in this
ordinance shall be. deleted. Underscored words constitute the amend-
ment proposed. Remaining provisions are now in effect and remain
unchanged.

DOUBLE PEES

prior to the obtaining of a permit, the fees, as spedified
herein, inay be doubled, but ih no event shall such doubled

ing with all ofthe.requirerents of all applidable regula-
tions and codes, not shall it relieve them from being subject
to any of the penalties therein. The double -fee requirement
shall be applicable to all Divisions of the BuildingDepattment,

B. When extra inspection trips are necessary due to (1)
wrong address being given on call for inspection;.
(2) prior rejection of work due to faulty construc-
tion; (3) work not being ready for inspection at time
specified; (4) failure to call for, final or other in-'
spections; and (5), required corrections not.being made
or completed at time specified, a fee of Seven Dollars
and Fifty Cents ($7.50) for each reinspection may be

The payment of reinspection fees may be required before
any further permits will,be issued to the person or
firm owing same, and further inspections may be refused
until payment of reinspection fees has'been made.
Reinspection of existing buildings by all Divisions to
determine compliance with the South Florida Building. Code,
but not annual inspections as required by Section 305.1(d).

C. REFUNDS, TIME LIMITATION,' REVOCATION, ETC.
The fees charged pursuant to this ordinance provided
the same are for a.permit required by Section 301.1
of the South Florida Building Code, may be refunded.
by the Director of the Building Department, subject
to the following:
(1) No refund shall be made where any work has
commenced except where duplicate permits are
issued for the same work, in which case a re-
fund in accordance with Item 4 may be granted
to.the prior -issued permit holder providing that
duplicate permits were issued within ninety (90)
days of each other and request for refund is
received within ninety days of the issuance
of the latter permit.
(2) No irefunds shah be .made where permit has
becotne void as provided by Paragraph 304.3 (a)
of the South Florida EUildiny Code.
(3) No reft,wds: shall be made on permit fees of
Four he Tars ($4400) or less:
(4) Refunds on permits or any item thereon where
fees are over Five Dollars ($5.60) will be
refundable on a basis of eighty 'percept ($0%)
of the balance over Five Dollars ($5.0b),
such refunds to be made to the closest dollar.
(5) Full refunds may be granted to a permit holder
whose permit is cancelled by owner authoriza-
tion where work has commenced and such owner
selechl a second contractor to complete the
work. The second contractor shall pay a full
fee to complete the work unless the first con-
tractor waives his opportunityto a refund in
writing, in which case, the second contractor
is entitled to a permit to cover the sane work
on a "no charge" basis.
(6) A full refund may be granted to a permit.

to be unconstitutional, inoperative or void, such holding
or invalidity shall not affect theremaining portions of
this ordinance; and it shall be construed to have been the
intent of the Commission of the City of Miami to pass this
ordinance without such unconstitutional, invalid, or inoPerative
part therein; and the remainder of this ordinance, after the
exclusion of such part or parts shall be deemed and held to be
valid as if such parts had not been included therein.
Section 4s This ordihafice is hereby declared to be an
etriergehey megsute on the ground of urgent public need&
Sedtion 5;+. This ordinance shall become effective oh
October 1, 1975.
Section 6, The requirement of reading this ordinance
on two separate days is hereby dispensed with by a Vote of not
less than four -fifths of the members of the Commission.
