A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE TRANSFER OF COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") FUNDS IN THE AMOUNT OF $454,107.00 TO THE
DEPARTMENT OF RESILIENCE AND PUBLIC WORKS TO BE UTILIZED FOR
STREET IMPROVEMENT, AS DESCRIBED IN EXHIBIT "A," ATTACHED AND
INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL
FEDERAL, STATE AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS, FOR SAID PURPOSE.

WHEREAS, pursuant to Resolution No. R-22-0446, adopted on November 17, 2022, the
Miami City Commission approved the transfer of Community Development Block Grant
("CDBG") economic development funds in the amount of $454,107.00 to the Department of Real
Estate and Asset Management ("DREAM") for the purchase and installation of new air
conditioner units for the Barnyard Community Center; and
WHEREAS, the project at Barnyard Community Center is no longer feasible as the
structure cannot be refurbished to meet the 40/50 recertification requirements; and
WHEREAS, it is the desire of District 2 to transfer these funds to the Department of
Resilience and Public Works ("Public Works") to be utilized for eligible street improvements in
the district; and
WHEREAS, the City's Administration recommends the transfer of CDBG funds from
DREAM in the amount of $454,107.00 to the Department of Public Works for street
improvement, as described in Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The transfer of CDBG funds from DREAM in the amount of $454,107.00 to
Public Works for street improvement, is authorized.'

Section 3. The City Manager is authorized' to negotiate and execute any and all
documents, including extensions, amendments, and modifications, all in a form acceptable to
the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") FUNDS, FOR FISCAL YEAR ("FY") 2024-2025 IN THE
AMOUNT OF $2,708,809.00 IN THE ECONOMIC DEVELOPMENT
CATEGORY, TO THE AGENCIES AND/OR DEPARTMENTS SPECIFIED IN
EXHIBIT "A," ATTACHED AND INCORPORATED, FOR ECONOMIC
DEVELOPMENT ACTIVITIES IN THE FISCAL YEAR 2024-2025; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND
MODIFICATIONS, AS MAY BE NECESSARY, SUBJECT TO ALL FEDERAL,
STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS,
FOR SAID PURPOSE.

WHEREAS, pursuant to Resolution No. R-24-0254, adopted July 11, 2024, the Miami
City Commission approved the allocation of Community Development Block Grant ("CDBG")
funds in the total amount of $5,090,474.00 for Fiscal Year ("FY") 2024-2025, which included an
amount of $2,708,809.00 for economic development activities; and
WHEREAS there is a need for these funds to be reallocated to the agencies and/or
departments specified in Exhibit "A," attached and incorporated, for economic development
activities; and
WHEREAS the City's Administration recommends the allocation of CDBG funds for FY
2024-25 in the amount of $2,708,809.00 in the economic development category, to the agencies
and/or departments specified in Exhibit "A," attached and incorporated, for economic
development activities beginning October 1, 2024;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
