Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide
citizens with reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD
programs. In addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the city
program(s) as indicated below: *t
1. DISCUSS AND PROPOSE A RESOLUTION OF THE MIAMI CITY COMMISSION, RESCINDING RESOLUTION NO. R-25-0525,
ADOPTED ON DECEMBER 11, 2025, AUTHORIZING AND DIRECTING THE CITY MANAGER TO ALLOCATE, UPON THE
FULFILLMENT BY GALLERY AT WAGNER CREEK, LLC, A FLORIDA LIMITED LIABILITY COMPANY ("DEVELOPER"), OF ALL
OF THE TERMS AND CONDITIONS SET FORTH IN THE COLLECTIVE MEMORANDA TO THE CITY OF MIAMI'S ("CITY")
HOUSING AND COMMERCIAL LOAN COMMITTEE, FUNDING ON A REIMBURSEMENT BASIS IN AN AMOUNT NOT TO
EXCEED FOUR MILLION EIGHT HUNDRED FORTY EIGHT THOUSAND EIGHTY DOLLARS ($4,848,080.00) FROM THE
PROPOSED TRANCHE 2 MIAMI FOREVER AFFORDABLE HOUSING LIMITED AD VALOREM BONDS FOR THE AFFORDABLE
HOUSING COMPONENTS OF A 27-STORY, MIXED USE COMMERCIAL AND RESIDENTIAL PROJECT TO BE LOCATED AT
1500 NORTHWEST 12 AVENUE, TO BE KNOWN AS "GALLERY AT WAGNER CREEK," BEING DEVELOPED BY THE
DEVELOPER; SUCH ALLOCATION TO BE IN COMPLIANCE WITH ALL APPLICABLE FEDERAL, STATE OF FLORIDA, LOCAL,
AND CITY LAWS, RULES, AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS, INCLUDING BUT NOT LIMITED TO
THE CITY'S AFFORDABLE HOUSING BONDS PROJECTS STRATEGIES, THE TRANCHE 2 AFFORDABLE HOUSING INTENT TO
REIMBURSE RESOLUTION, AND THE TRANCHE 2 MIAMI FOREVER AFFORDABLE HOUSING LIMITED AD VALOREM
BONDS; PROVIDING FOR AN EFFECTIVE DATE, AND REPLACING IN LIEU THEREOF THIS RESOLUTION AUTHORIZING
AND DIRECTING THE CITY MANAGER TO ALLOCATE, UPON THE FULFILLMENT BY THE DEVELOPER, OF ALL OF THE
TERMS AND CONDITIONS SET FORTH IN THE COLLECTIVE MEMORANDA TO THE CITY'S HOUSING AND COMMERCIAL
LOAN COMMITTEE, FUNDING ON A REIMBURSEMENT BASIS IN AN AMOUNT NOT TO EXCEED FOUR MILLION EIGHT
HUNDRED FORTY EIGHT THOUSAND EIGHTY DOLLARS ($4,848,080.00) FROM THE MIAMI FOREVER BOND ("MFB")
PROGRAM FOR THE AFFORDABLE HOUSING COMPONENTS OF A 27-STORY, MIXED USE COMMERCIAL AND
RESIDENTIAL PROJECT TO BE LOCATED AT 1500 NORTHWEST 12 AVENUE, TO BE KNOWN AS "GALLERY AT WAGNER
CREEK," BEING DEVELOPED BY THE DEVELOPER; SUCH ALLOCATION TO BE IN COMPLIANCE WITH ALL APPLICABLE
FEDERAL, STATE OF FLORIDA, LOCAL, AND CITY LAWS, RULES, AND REGULATIONS FOR AFFORDABLE HOUSING
PROJECTS, INCLUDING BUT NOT LIMITED TO THE CITY'S AFFORDABLE HOUSING BONDS PROJECTS STRATEGIES, AND
THE MIAMI FOREVER BOND VALIDATION ORDER.
2. DISCUSS AND PROPOSE RESOLUTION OF THE MIAMI CITY COMMISSION, RESCINDING RESOLUTION NO. R-25-0519,
ADOPTED ON DECEMBER 11, 2025, A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A
FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND
CONFIRMING THE CITY MANAGER'S FINDING, THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE
NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY") PURSUANT TO SECTIONS 29-B(A) OF THE
CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CHARTER"), AND SECTION 18-182(C) OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"); WAIVING THE REQUIREMENTS FOR SAID
PROCEDURES; AUTHORIZING THE CITY MANAGER TO EXECUTE A NINETY NINE (99) YEAR GROUND LEASE
AGREEMENT ("LEASE"), RENEWABLE FOR AN ADDITIONAL 99 YEARS, BETWEEN THE CITY OF MIAMI ("CITY") AND SG
LITTLE HAVANA, LLC ("DEVELOPER"), ON THE CITY -OWNED PARCELS OF LAND, IDENTIFIED AS GROUP "A," BY FOLIO

LOCATED IN MIAMI, FLORIDA AND GROUP "B," IDENTIFIED AS FOLIO NUMBER(S) 01-4138-003-2280, 01-4138-003-
2270, 01-4138-003-2260, 01-4138-003-2250, 01-4138-003-2240 AND 01-4138-003-2150, MIAMI, FLORIDA, FOR THE
DEVELOPMENT OF AFFORDABLE ELDERLY RENTAL HOUSING PROJECT FOR LOW-INCOME SENIORS; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING
AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY; SUCH LEASE
SUBJECT UPON SUCCESSFUL REMEDIATION OF EXISTING ENVIRONMENTAL CONDITIONS, IF ANY. AND REPLACING IN

DEVELOPMENT OF A MIXED USE AFFORDABLE ELDERLY RENTAL HOUSING PROJECT FOR LOW-INCOME SENIORS
("PROJECT"); PROVIDING THAT THE CITY MANAGER IS AUTHORIZED TO EXECUTE THE GROUND LEASE FOR PURPOSES
OF ESTABLISHING SITE CONTROL AND FACILITATING DEVELOPER'S ABILITY TO OBTAIN CONSTRUCTION AND
PERMANENT FINANCING FOR THE PROJECT; PROVIDING THAT THE LEASE SHALL BECOME EFFECTIVE UPON THE
CLOSING OF CONSTRUCTION FINANCING; PROVIDING THAT THE PROPERTY SHALL AUTOMATICALLY REVERT TO THE
CITY IF BUILDING PERMITS ARE NOT OBTAINED WITHIN THREE (3) YEARS AND FURTHER REQUIRING THAT THE
DEVELOPER USE COMMERCIALLY REASONABLE EFFORTS TO PURSUE APPROVALS AND FINANCING; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING
AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY; SUCH LEASE
SUBJECT UPON SUCCESSFUL REMEDIATION OF EXISTING ENVIRONMENTAL CONDITIONS, IF ANY.
3. DISCUSS AND PROPOSE RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE REALLOCATION OF
COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") ECONOMIC DEVELOPMENT FUNDS FROM DISTRICT 2 IN THE
TOTAL AMOUNT OF $459,358.54 TO THE DEPARTMENT OF RESILIENCE AND PUBLIC WORKS TO BE UTILIZED FOR
STORMWATER DRAINAGE SYSTEM UPGRADES, SIDEWALK IMPROVEMENTS, AMERICANS WITH DISABILITIES ACT
("ADA") UPGRADES, AND/OR ANY OTHER CDBG ELIGIBLE IMPROVEMENTS CITYWIDE; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS,
EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL,
STATE AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.
The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s),
authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
1- This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins
on Tuesday, March 24, 2026, and ends on Wednesday, April 22, 2026. The proposed amendment(s) will be presented to the City
Commission for approval on Thursday, April 23, 2026. Draft copies of the agenda items will be available at the City of Miami Department
of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address). Comments to
amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than April
22, 2026. Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to people with disabilities.
