AUTHORIZING THE REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") ECONOMIC DEVELOPMENT FUNDS FROM DISTRICT 2 IN THE
TOTAL AMOUNT OF $459,358.54 TO THE DEPARTMENT OF RESILIENCE AND
PUBLIC WORKS.
Background of Item:
Pursuant to Resolution No. R-24-0451, adopted on November 21, 2024, the Miami City
Commission approved the allocation of CDBG in the economic development category
from Fiscal Year ("FY") 2024-2025 in the total amount of $2,708,809.00, which included
an amount of $392,777.00 to the Department of Resilience and Public Works ("Public
Works") earmarked from District 2 to be utilized for eligible street improvements.
There was a remaining balance of $5,251.54 that needs to be reallocated to the
citywide projects, as it is the desires of District 2 commissioner.
On April 10, 2025, pursuant to Resolution No. 25-0122, the Miami City Commission
approved the transfer of CDBG economic development in the amount of $454,107.00
from Department of Real Estate and Asset Management ("DREAM") to the Public
Works for eligible street improvements in District 2.
The project is no longer feasible in District 2, and it is the desire of the Commissioner to
utilize the unspent CDBG economic development funds in the citywide projects as
described in Exhibit "A" attached and incorporated.
The City Administration's recommends the reallocation of CDBG economic
development funds remaining balance from FY2024-2025 in the amount of $5,251.54,
and the unspent CDBG economic development funds earmarked from District 2 in the
amount of $454,107.00 for a total amount of $459,358.54 to Public Works, to be utilized
for stormwater drainage system upgrades, sidewalk improvements, Americans With
Disabilities Act ("ADA") upgrades, and/or any other CDBG eligible improvements
citywide.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE REALLOCATION OF COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") ECONOMIC DEVELOPMENT FUNDS FROM DISTRICT 2 IN THE
TOTAL AMOUNT OF FOUR HUNDRED FIFTY-NINE THOUSAND, THREE HUNDRED
FIFTY-EIGHT AND 54/100 DOLLARS ($459,358.54) TO THE DEPARTMENT OF
RESILIENCE AND PUBLIC WORKS TO BE UTILIZED FOR CITYWIDE
STORMWATER DRAINAGE SYSTEM UPGRADES, SIDEWALK IMPROVEMENTS,
AMERICANS WITH DISABILITIES ACT ("ADA") UPGRADES, AND/OR ANY OTHER
CDBG ELIGIBLE IMPROVEMENTS, AS DESCRIBED IN EXHIBIT "A," ATTACHED
AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS,
INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO ALL FEDERAL, STATE AND
LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS, FOR SAID PURPOSE.
WHEREAS, pursuant to Resolution No. R-24-0451, adopted on November 21, 2024, the

the total amount of Two Million, Seven Hundred Eight Thousand, Eight Hundred Nine and
00/100 Dollars ($2,708,809.00), which included an amount of Three Hundred Ninety -Two
Thousand, Seven Hundred Seventy -Seven and 00/100 Dollars ($392,777.00) to the Department
of Resilience and Public Works ("Public Works") earmarked from District 2 to be utilized for
eligible street improvements; and
WHEREAS, there is a remaining balance of Five Thousand, Two Hundred Fifty -One and
54/100 Dollars ($5,251.54) that needs to be reallocated; and
WHEREAS, on April 10, 2025, pursuant to Resolution No. R-25-0122, the Miami City
Commission approved the transfer of CDBG economic development funds in the amount of
Four Hundred Fifty -Four Thousand, One Hundred Seven and 00/100 Dollars ($454,107.00)

WHEREAS, it is the desire of the District 2 Commissioner to utilize the unspent CDBG
economic development funds for citywide projects as described in Exhibit "A," attached and
incorporated;
WHEREAS, the City Administration's recommends the reallocation of CDBG economic
development funds remaining balance from FY 2024-2025 in the amount of Five Thousand,
Two Hundred Fifty -One and 54/100 Dollars ($5,251.54), and the unspent CDBG economic
development funds earmarked from District 2 in the amount of Four Hundred Fifty -Four
Thousand, One Hundred Seven and 00/100 Dollars ($454,107.00) for a total amount of Four
Hundred Fifty -Nine Thousand, Three Hundred Fifty -Eight and 54/100 Dollars ($459,358.54) to
Public Works, to be utilized for citywide stormwater drainage system upgrades, sidewalk
improvements, Americans With Disabilities Act ("ADA") upgrades, and/or any other CDBG
eligible improvements;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The reallocation of CDBG economic development funds remaining balance
from FY 2024-2025 in the amount of Five Thousand, Two Hundred Fifty -One and 54/100
Dollars ($5,251.54), and the unspent CDBG economic development funds earmarked from
District 2 in the amount of Four Hundred Fifty -Four Thousand, One Hundred Seven and 00/100
Dollars ($454,107.00) for a total amount of Four Hundred Fifty -Nine Thousand, Three Hundred
Fifty -Eight and 54/100 Dollars ($459,358.54), to be utilized for citywide stormwater drainage
system upgrades, sidewalk improvements, Americans With Disabilities Act ("ADA") upgrades,
and/or any other CDBG eligible improvements, is authorized.'
Section 3. The City Manager is authorized to negotiate and execute any and all
documents, including extensions, amendments, and modifications, all in a form acceptable to
the City Attorney, subject to all federal, state, and local laws that regulate the use of such funds,
for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption.
