Purpose of Item:
A resolution of the Miami city commission, with attachment(s), establishing a capital
project titled "FDEP garbage truck grant program ;" authorizing the city manager to
accept a grant award from the Florida department of environmental protection (FDEP) in
an amount not to exceed one million two hundred thousand dollars ($1,200,000.00);
appropriating said funds to the general services administration department for the
purchase of three (3) automated side loader (asp garbage trucks; authorizing the city
manager to execute the necessary documents to accept the grant, in substantially the
attached form; further authorizing the city manager or designee to negotiate and
execute any and all other necessary documents, all in forms acceptable to the city
attorney, to implement the administration and compliance with the grant.
Background of Item:
GSA is seeking City Commission authorization to accept a grant from FDEP to receive
three automated side loader garbage trucks. The City received approval of the
application with a grant not to exceed $1,2000,000.00 for the purchase of said garbage
trucks. There is a local cost share amount of $114,154.20 that is available in 40-
B233106. As a condition of the grant award, the City must scrap three class 4-7
medium trucks model of 2009 or older.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A CAPITAL PROJECT TITLED "FDEP GARBAGE TRUCK GRANT
PROGRAM"; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD
FROM THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION ("FDEP"),
IN AN AMOUNT NOT TO EXCEED ONE MILLION TWO HUNDRED THOUSAND AND
00/100 DOLLARS ($1,200,000.00); APPROPRIATING SAID FUNDS TO THE
GENERAL SERVICES ADMINISTRATION DEPARTMENT ("GSA") FOR THE
PURCHASE OF THREE (3) AUTOMATED SIDE LOADER GARBAGE TRUCKS;
FURTHER ALLOCATING FUNDS FOR THE CITY OF MIAMI'S LOCAL MATCH IN AN
AMOUNT NOT TO EXCEED ONE HUNDRED FOURTEEN THOUSAND ONE
HUNDRED FIFTY-FOUR AND 20/100 DOLLARS ($114,154.20), FROM PREVIOUSLY
BUDGETED FUNDS IN CAPITAL PROJECT NO. 40-B233106; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS TO ACCEPT THE GRANT, IN SUBSTANTIALLY THE ATTACHED
FORM; FURTHER AUTHORIZING THE CITY MANAGER OR DESIGNEE TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO ADMINISTER AND
COMPLY WITH THE REQUIREMENTS OF THE GRANT.
WHEREAS, the City of Miami ("City") submitted a grant application ("Application") to the
Florida Department of Environmental Protection ("FDEP") for the purchase of three (3)
automated side loader garbage trucks ("Project"); and
WHEREAS, the City received approval of the Application with a grant award in an
amount not to exceed One Million Two Hundred Thousand and 00/100 Dollars ($1,200,000.00)
("Grant Funds") for the Project; and
WHEREAS, the City must provide matching funds in an amount not to exceed One
Hundred Fourteen Thousand One Hundred Fifty -Four and 20/100 Dollars ($114,154.20) ("City
Match"), to be allocated from budgeted funds in Capital Project No. 40-6233106; and
WHEREAS, as a condition of the grant award, the City must scrap three (3) class 4-7
medium trucks of model year 2009 or older;
WHEREAS, it is appropriate for the City Manager to accept the Grant Funds for the
Project, to allocate funds for the City Match from budgeted funds in Capital Project No. 40-
B233106, and to establish a capital fund for the appropriation of the Project funds;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new capital fund is established, and resources are appropriated
as described below:

Section 3. The City Manager is authorized' to accept the Grant Funds, to execute the
necessary documents for the acceptance of the Grant Funds in substantially the attached form,
and to appropriate funds for the Project.
Section 4. Funds for the City Match are to be allocated from budgeted funds in Capital
Project No. 40-6233106.
Section 5. The City Manager or designee is further authorized1 to negotiate and execute
any and all other necessary documents, all in forms acceptable to the City Attorney, to
administer and comply with the requirements of the grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
