OBJECTION AND WAIVING THE RESTRICTIONS RELATED TO STREET CO -
DESIGNATIONS AND CO -DESIGNATING NORTHWEST 60TH STREET FROM
NORTHWEST 22ND AVENUE TO THE WESTERN BOUNDARY OF THE CITY OF
MIAMI AS "FREDERICK MORLEY WAY" IN RECOGNITION OF HIS OUTSTANDING
CONTRIBUTIONS TO THE GREATER MIAMI AREA; DIRECTING THE CITY
MANAGER TO TAKE ALL NECESSARY ACTION TO EFFECTUATE THE CO -

CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), DECLARING NO

NORTHWEST 22ND AVENUE TO THE WESTERN BOUNDARY OF THE CITY OF
MIAMI AS "FREDERICK MORLEY WAY" IN RECOGNITION OF HIS OUTSTANDING
CONTRIBUTIONS TO THE GREATER MIAMI AREA; DIRECTING THE CITY
MANAGER TO TAKE ALL NECESSARY ACTION TO EFFECTUATE THE CO -
DESIGNATION; AND FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A
COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED OFFICIALS.
WHEREAS, on February 18, 2026 the Miami -Dade County Board of County
Commissioners, pursuant to Miami -Dade County Resolution No. R-93-26, approved the co -
designation of that portion of Northwest 60th Street from Northwest 22nd Avenue to the western
boundary of the City of Miami ("City") as "Frederick Morley Way," and has urged the City to co -
designate the portion of Northwest 60th Street within City limits; and
WHEREAS, Dr. Morley spent decades strengthening educational opportunities in Miami -
Dade County, including longstanding service as principal of Charles R. Drew Elementary
School, where his visionary leadership resulted in the creation of magnet programs, enrichment
initiatives, and innovative student support services; and
WHEREAS, Dr. Morley's pioneering work, mentorship, service in civic and cultural
organizations, and dedication to children and families earned him widespread recognition at the
local and national levels; and
WHEREAS, Dr. Morley passed away on February 19, 2025, leaving behind a rich legacy
of service, leadership, and community uplift; and
WHEREAS, the portion of Northwest 60th Street from the western boundary of the City
to Northwest 17th Avenue runs adjacent to Charles R. Drew Elementary School, making it an
especially meaningful location for this honorary designation; and
WHEREAS, the City Commission wishes to honor Dr. Morley's profound contributions to
education and to the City by co -designating the City's portion of the roadway in his memory; and
WHEREAS, Ordinance No. 14317, adopted on September 26, 2024, provides that the
restrictions related to street co -designations contained in Section 54-137 of the Code of the City
of Miami, Florida ("City Code"), may be waived by a four -fifths (4/5ths) affirmative vote of the
City Commissioners, or an unanimous vote of the quorum that exists because of either
abstentions or vacancies resulting from resignation, death, suspension, or physical
incapacitation;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section
Section 2. The Miami City Commission, by a four -fifths affirmative (4/5ths) vote,
pursuant to section 54-137 of the City Code, waives the restrictions related to co -designating
and hereby co -designates Northwest 60th Street from Northwest 22nd Avenue to the western
boundary of the City as "Frederick Morley Way" in recognition of his outstanding contributions to
the Greater Miami area
Section 3. The City Manager is directed to take all necessary steps to effectuate this co -
designation, including the installation of appropriate signage.
Section 4. The City Clerk is directed to transmit a certified copy of this Resolution to the
Departments of Police, Fire -Rescue, and Solid Waste; the Miami -Dade County Department of
Transportation and Public Works; the Miami -Dade County Commissioner of District 3; the
United States Postal Service; and, if a State of Florida road, to the Florida Department of
Transportation, District Six, for sign installation within the newly designated roadway.
Section 5. This resolution shall become effective immediately upon its adoption.
