A two -decade commitment is not in the best interest of our community. Locking the city into
such a long-term agreement ignores the rapid evolution of Downtown Miami as a dense

Beach dub memberships for residential buildings surrounding Bayfront Park to access beach
amenities for free. There are many practical ways for residents to share in the benefits of
any agreement with Ultra Music Festival. Those of us living around the park experience the
greatest disruption and should receive meaningful, lasting community improvements in
return. Every penny generated from Ultra Music Festival should spend in the same
neighborhood and residents should have access to all those accountings.
City of Miami Commission Dear Commissioners, As a resident of Downtown Miami, I am
writing to formally voice my strong opposition to the proposed 20-year license agreement
with Ultra Music Festival. While I understand the festival's history in our city, the current
proposal to "lock in" this event until 2046 is a reckless disregard for the residents who sustain
this neighborhood year-round. I urge you to reject this extension based on the following
critical concerns: 1. The Inflexibility of a 20-Year "Lock" Downtown Miami is no longer the
commercial ghost town it was twenty years ago; it is now a high -density, 24/7 residential
hub. A two -decade contract is an eternity in urban planning. Binding the city to a 1990s-era
event model ignores the rapid evolution of our neighborhood. By signing this deaL, the
Commission is effectively prioritizing a weekend -long event over the long-term infrastructure
and peace of the 100,000+ residents who call this area home. We should be planning for a
modern, livable urban core, not anchoring ourselves to the past for another generation. 2.
The Myth of Economic Gain vs. Taxpayer Loss The narrative that Ultra is an unquestionable
"economic win" for the city must be scrutinized. The reported $2 million annual rent is a
pittance when weighed against the hidden costs. This "revenue" does not account for the
catastrophic toss of quality of Life for residents and the physical toff on our public
infrastructure. 3. Personal Impact: The Failure of Mitigation On a personal note, the noise
Levels associated with this festival are not merely a "nuisance"; they are a violation of our
right to quiet enjoyment of our homes. Despite "mitigation" efforts, the decibel Levels and
physical vibrations are unbearable, often forcing residents to flee their own homes at their
own expense. No resident should be expected to endure this for three days, Let atone be told
they must endure it for the next twenty years. I ask that you prioritize the people who Live,
work, and vote in Downtown Miami over the interests of a single commercial entity. Please
vote NO on the 20-year renewal and instead seek a path that returns Bayfront Park to its

I am writing to formally express my opposition to the proposed increase in noise levels and
the renewal of a long-term (20-year) contract for Ultra at Bayfront Park. As a resident who
Lives directly in front of the park, I am deeply concerned about the significant impact this
event has on the surrounding community. While I understand that Ultra is a major event that
brings visitors and economic activity to the city, the current noise levels already create
substantial disruption for nearby residents. The sound carries late into the evening and can
be heard clearly inside homes, even with windows dosed. Increasing allowable noise levels
would further diminish residents' quality of life, affecting sleep, children, elderly individuals,
and those working from home. In addition to the noise, the event brings extended setup and
breakdown periods, street closures, traffic congestion, limited access to homes, and
increased crowd activity. These disruptions last far longer than the festival itself and affect
daily life for families who live in the immediate area. A 20-year contract would lock residents
into decades of recurring disturbance without meaningful flexibility to reassess community
impact. Bayfront Park is a shared public space that should balance large events with the
well-being of the people who live around it year-round. Approving increased noise levels and
committing to a contract of this length shifts that balance too far away from residents. If the
event is to continue, it would be more reasonable to: * Maintain or reduce current noise limits
* Shorten the contract term to allow periodic review * Enforce earlier sound curfews * Reduce
setup and teardown duration * Implement stronger community protections and
communication I respectfully ask that you consider the long-term effects on residents before
approving any increase in noise levels or a 20-year contract extension. The voices of those
who live here full-time should be a central part of this decision. Thank you for your

issued a statement confirming her arrest, "An FIU student has been arrested for making a
credible and imminent threat of violence at a planned university event." In court, the judge
ruled that the messages GabrieLa sent constituted a credible threat despite defense
arguments that it was meant as a joke. Judge Mindy S. Glazer stated, "I can understand

There is a persistent myth that the Ultra Music Festival is a harm Less 3-day boost to our city.
The reality is a 30-day systematic destruction of our downtown core and public parks. For
two weeks of "bad -in" and two weeks of "bad -out," 30,000 residents are subjected to a
construction -zone environment: 5:30 AM heavy -vehicle backup alarms and industrial
generators running until 10:00 PM. Ultra doesn't just "host a concert"; it holds our
neighborhood hostage. It creates gridlock on our streets, decastates our green spaces, and
transforms a residential community into the region's Largest open-air drug market. If city
Leadership wilt not act on ethics, they must act on economics. The 30,000 residents of this
neighborhood are entitled to the "quiet enjoyment" of their homes —a right that is being
stripped for 1/12th of every year. At an average monthly rent of $3,000, Ultra inflicts roughly
$90 million in annual damages to the resident experience. We are no Longer asking for a
"better event." We are demanding cancellation. Should the city continue to prioritize a 72-
hour festival over the $90 million impact on its constituents, we wilt ratty for a Class Action
Lawsuit for mufti -year damages and a RecaLt Election for any official who chooses a music

impacts that we are forced to endure year after year. Let us Look at the facts and the Lived
reality of the 2026 festival.: The Illusion of a "Three -Day" Event: Ultra is bitted as a weekend
festival., but for residents, the park is effectively seized for weeks. This year, we were denied
access to and use of our own neighborhood park for almost a month. The disruption began
Long before the first attendee arrived, with non-stop construction starting early in the morning
and running Late into the night. The relentless "beeps for weeks" from heavy machinery
backing up and moving equipment is a specific type of industrial. noise that is completely

compensate for mud and build stable platforms for their massive stages, organizers dumped
tons of sand directly over the soil. The trees, the soft compaction, and the massive amount of
water and toxic runoff generated by the festival alone are enough to destroy the ecosystem
of this park before the ink on a new contract could even dry. Weeks after the 2026 festival
has ended, I look down from my balcony at a poorly patched lawn that is already failing to
root. Better Alternatives and Shining Examples: There are specialized venues in and around
Miami designed to hold massive, high -impact music festivals. Retrofitting our oasis of a park
and slowly eroding our downtown gem is a complete shame when tailored venues exist. We
are not against events in Bayfront Park. In fact, I have watched countless events from my
balcony —from the marathon to the food festival, and most notably, the New Year's Eve
stage this past year. These events have one thing in common: they disappear into the night
Like they were never there. The New Year's Eve stage was built in a few days and gone in the
same amount of time, with absolutely no trash left behind the next morning. In stark
contrast, Ultra consumed three weeks of our lives preparing, took over Downtown for a three
day weekend, and then dragged out another two weeks of teardown work that consumed us
all over again. We ask that you do not sign away our park for the next 20 years. Please
Listen to the residents of the Downtown Neighbors Alliance. Protect our green space,
prioritize the well-being of the tax -paying residents of downtown Miami, and require this

the impact it has on our community. Ultra Music Festival is an incredible event that brings
people together from all over the world through music and culture. It creates a real sense of
unity and energy, and it also puts Miami on a global stage in a powerful way. From a
sustainabitity standpoint, I am especially impressed this year. Mission Home powered an
entire stage using batteries, making Ultra the first festival in the United States to run a stage
without fuel. The Cove Stage is a strong example of how the festival is moving toward a
cleaner and more sustainable future. On a personal level, I volunteered at Ultra as a student
two years ago, and it was an experience that truly shaped me. I learned how large events
operate and how much teamwork goes into making something like this possible. I am now
interning with the organization, which has helped me continue growing in the events industry
and learning from professionals in the field. Ultra also gives real opportunities to students
and young people. Through volunteering, internships, and jobs, it opens doors for people to
gain experience, build connections, and start their careers in events and entertainment.
Overact, Ultra Music Festival is more than just an event. It brings people together, creates
opportunities, and pushes innovation forward. For these reasons, I support the renewal of its
contract for the next 20 years. At the same time, it is important to continue Listening to the

Without a doubt, the Ultra event benefits several parties such as the City and downtown
businesses. Also, without a doubt, the only party that pays a price in multiple ways are the
residents of downtown. Some examples being; 1) Inability to use the park over extended
periods of time, 2) Traffic congestion and re-routing, 3) Excessive noise until Late hours, 4)
Trash and dirt from tens of thousands of people, 5) Challenges in being able to use public
transportation or even other means Like Uber, Lyft, taxis, etc. White downtown residents carry
all of the burden they do not get any of the benefits. A 20-year contract with Ultra wilt only
guarantee more of the same. Factors that need to be accounted from various perspectives
are noted below for consideration; 1) Appropriateness of Location: An event of this magnitude
is not appropriate to be performed in a highly residential and central part of the city. 2)
Adversely impacted downtown residents: Despite the facts stacked against this Location as
the venue for Ultra, if the event wilt still be scheduled in this Location, especially for an
extended period of time, a tangible and dear compensation for downtown residents must be
established. This may be in the form as part of the income being shared with downtown
residents most impacted as a tax rebate or via other commitments. 3) City: It is unclear what
the benefit of a 20-year contract would be versus annual renewal. Why commit the City for
20 years when the Leverage of annual contact renegotiation can be maintained. A Long term
contract must not be signed without guaranteeing tangible benefits for the City and
residents.
