Staff Report and Business Impact Statement
Purpose:
The proposed amendment to the Miami 21 Code streamlines the development of Adult Daycare
facilities by establishing them as by -Right uses in specified Transect Zones when specified criteria
is me. It further allows Adult Daycare by process of Warrant withing T5-R and T6-R zones. It
updates parking standards, and aligns local regulations with State and Federal requirements.
Estimated Direct Economic Impact:
• There will be no additional municipal regulatory costs for businesses.
• The expanded by -right opportunities eliminate entitlement requirements and reduce
regulatory costs when specified criteria are satisfied.
• Enables families to remain in the workforce by providing safe daytime caregiving.
• Provides preventive care, social engagement, and early health intervention.
Estimated Number of Businesses to be Impacted:
This proposed amendment will benefit existing and prospective operators by reducing entitlement
costs, improving permitting efficiency, and encouraging investment in Adult Daycare services.
