Subject: Approve - Emergency Purchase - Retro-Fit Shower Pans - Police College
Purpose of Item:
The nature of this item is to authorize a resolution of the Miami City Commission, by a
four -fifths (4/5ths) affirmative vote, ratifying, confirming and approving the City
Manager's findings, that it is most advantageous for the City of Miami ("City") to waive
the competitive sealed bidding procedure pursuant to Section 18-90 of the Code of the
City of Miami, Florida as amended ("City Code") and retroactively approving the
selection of Harbour Construction, Inc., ("Harbour") for the emergency purchase of
retro-fit shower pans in all the men's and women's shower stalls, to prevent water
draining onto the hallway floors, resulting in a hazard and security issue at the Police
College, located at 400 NW 2 Avenue, Miami, FL 33128, for an amount of $72,000.00,
allocating funds from the Police Department ("Police") General Code Fund
00001.191508.546000; authorizing the City Manager to negotiate and execute any all
documents, subject to allocations, appropriations, and budgetary approvals having been

Background of Item:
On August 20, 2025, water from the men and women's shower stalls was draining into
the hallways at the Police College, located at 400 NW 2 Avenue, Miami, FL 33128,
which disrupted the use of the shower stalls. The Police Department ("Police") identified
this issue as a safety and security concern due to flooding in the hallways. To maintain
operations and restoring the full use of the showers, retro-fit shower pans in all men and
women's shower stalls needed to be installed in the amount of $72,000.00. Therefore,
Police respectfully request retroactive approval for the emergency purchase of retro-fit
shower pans for all of the men and women's shower stalls.
