Biscayne Boulevard - Suite 2600 Miami, Florida 33131 To: Honorable Chairwoman King and the Honorable City of Miami Commissioners From: Christina Crespi, CEO/Executive Director Date: February 24, 2026 Re: Nominations to the Miami DDA Board of Directors for City Commission Confirmation This memorandum is to formally advise the City of Miami ("City") Commission that, the Board of Directors of the Downtown Development Authority of the City of Miami, Florida ("Miami DDA") has approved the nomination of three (3) individuals to fill current vacancies on the Board, along with one (1) alternate nominee. On February 20, 2026, the Miami DDA Board of Directors adopted Resolution No. 06/2026 approving the recommendations of its Nominating Committee. The Board voted to nominate the following individuals for appointment: • Chris Hodgkins - Art & Entertainment District Seat • Jose Bermudez - Brickell District Seat • Cristina Palomo - At -Large Seat In addition, the Board approved Eulois Cleckley as an alternate nominee in the event any of the above nominees are not confirmed by the City Commission, as required by the City Code. On behalf of the Miami DDA Board of Directors, we respectfully request that confirmation of these nominations be placed on the March 12, 2026, City Commission agenda for consideration. A copy of Resolution No. 06/2026 is attached for your reference. Should you have any questions or require additional information, please do not hesitate to contact our office. Attachment 1' RESOLUTION NO. 06/2026 r.- r3 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE {_ DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA ("MIAMI DDA") ACCEPTING THE NOMINATING COMMITTEE'S RECOMMENDATIONS AND NOMINATING CANDIDATES TO THE BOARD OF DIRECTORS OF THE MIAMI DDA, SUBJECT TO APPROVAL BY THE MIAMI CITY COMMISSION; DIRECTING THE EXECUTIVE DIRECTOR TO FORWARD A COPY OF THIS RESOLUTION AND THE NAMES OF THE NOMINEES TO THE OFFICIALS NAMED HEREIN. WHEREAS, the Board of Directors of the Downtown Development Authority of the City of Miami, Florida ("Miami DDA") currently has three (3) vacancies; and WHEREAS, on October 23, 2025, the City of Miami. Commission adopted Ordinance 14404, which revised the qualifications and composition of the Miami DDA Board of Directors; and WHEREAS, Ordinance 14404 expanded the Miami DDA Board of Directors, as well as imposed additional terms limits, which has created three (3) vacancies among the new Board of Directors composition; and WHEREAS, pursuant to the By -Laws of the Miami DDA, the Chairman of the Miami DDA established a Nominating Committee to identify and consider qualified candidates for possible appointment to the Board of Directors; and WHEREAS, after due consideration of all qualified applicants to fulfill the vacancies on the Miami DDA Board of Directors, the Nominating Committee recommends Chris Hodgkins, Jose Bermudez, and Cristina Palomo be appointed as new Board members and Eulois Cleckley as an alternate in case any of the nominees are not approved by the City Commission as required by the Code of the City of Miami, Florida, as amended ("City Code"); and WHEREAS, the Miami DDA Board of Directors accepts the recommendations of the Nominating Committee; and WHEREAS, Section 14-52(bX5) of the City Code requires confirmation of the nominations by the Miami City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE MIAMI DOWNTOWN DEVELOPMENT AUTHORITY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals in the Preamble to this Resolution are true and correct and are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Board of Directors of the Miami DDA hereby accepts the recommendations of the Nominating Committee and nominates the following candidates to the Board of Directors, subject to City Commission approval: Chris Hodgkins Jose Bermudez Cristina Palomo Section 3. As a dedicated downtown resident since 2010 and a professional who has spent over 15 years shaping the city's physical and economic landscape, I am uniquely positioned to advance the DDA's mission of strengthening the economic vitality of our urban core. My commitment to Downtown Miami is both personal and professional. I have lived through the evolution of our neighborhoods and have actively worked to solve the complex challenges that come with rapid urban growth. Simply put, I love Downtown Miami. Community Engagement & Quality of Life Driven by an affinity for the beauty and resilience of Biscayne Bay, I participated in the early redesign workshops for Maurice A. Ferre Park (formerly Bicentennial Park) and collaborated with City staff and consultants to reauthorize funding for the Baywalk expansion behind the Woman's Club and Parcel B. My efforts to improve our quality of life range from large-scale traffic studies to hyper -local initiatives, such as partnering with the Omni CRA to install pet waste stations in Margaret Pace Park and on the historic preservation and renovation of Trinity Cathedral (celebrated their 100th anniversary last year) Social Responsibility & Workforce Development In our local schools, I created STEM programs to excite students about engineering and construction, maintaining a lasting partnership with Booker T. Washington High School. Furthermore, during the construction of the Miami Tunnel, I spearheaded a partnership with Camillus House to provide housing and resources for displaced individuals that lived under the MacArthur Causeway bridge, resulting in over $100,000 in contributions toward addressing homelessness. Proven Infrastructure & Economic Impact For the past 16 years, I have built a track record of success in managing large-scale projects, most notably leading the Miami Tunnel project. This $1.2 billion initiative was delivered on time and $90 million under budget. By diverting 1.5 million vehicles annually from city streets, the project helped reclaim downtown for pedestrians and significantly reduced our urban carbon footprint. We reduced heavy truck traffic downtown by over 80% Additionally, I have championed local economic growth through initiatives like "Operation 305," which channeled over $400 million into the local economy and ensured that 83% of project jobs went to Miami -Dade residents. Resiliency & Future Vision With an eye toward the future, I integrated the country's first sea -level rise flood gates into our infrastructure, demonstrating a forward -thinking approach to climate resilience. My leadership roles with the Miami -Dade Beacon Council and the World Trade Center Miami further reflect my dedication to Miami's global and local prosperity. I am eager to bring my expertise in strategic planning, large-scale project management, and community outreach to the DDA Board. Bermudez is a Government Relations Consultant and Managing Partner of JAB Miami a government consulting firm based in Coral Gables and Tallahassee. JAB specializes in assisting real estate developers and engineering firms navigate through the funding, permitting, and development process. He has had the pleasure of working for the past 4 Republican Governors of the State of Florida during his career. Most recently he served as Managing Director of Governor Ron Desantis's Inaugural Committee and also as Special Assistant to Governor Rick Scott.
