City of Miami Legislation Resolution Enactment Number: R-26-0168 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 19069 Final Action Date:4/9/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR -FIFTHS AFFIRMATIVE (4/5THS) VOTE, PURSUANT TO SECTION 54-137 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), WAIVING ANY RESTRICTIONS RELATED TO CO -DESIGNATING NORTHWEST 14TH AVENUE BETWEEN NORTHWEST 28TH STREET AND NORTHWEST 26TH STREET AS "WIFREDO WILLY' GORT WAY" IN HONOR OF HIS HISTORIC AND LASTING CONTRIBUTIONS TO THE CITY OF MIAMI; DIRECTING THE CITY MANAGER TO TAKE ALL NECESSARY ACTION TO EFFECTUATE THE CO -DESIGNATION; AND FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE HEREIN DESIGNATED OFFICIALS. WHEREAS, Wifredo Gort de los Llanos, affectionately known as Willy Gort ("Commissioner Gort"), was born in Havana, Cuba, in 1940, immigrated to the City of Miami ("City") as a child, and devoted his life to public service and civic engagement within the City he called home; and WHEREAS, Commissioner Gort attended Miami Senior High School and went on to Miami -Dade Community College and Florida International University, earning a Bachelor of Arts in Business Administration; and WHEREAS, before moving into the public sector, Commissioner Gort served his community as an investment banker for over 25 years; and WHEREAS, Commissioner Gort served the residents of the City with distinction over multiple decades, having been elected City Commissioner beginning in 1993, including service as Vice Mayor and Acting Mayor, and representing District 1 for multiple terms through November 2019; and WHEREAS, throughout his tenure, Commissioner Gort was widely recognized for his unwavering advocacy on behalf of seniors, working families, small businesses, and neighborhood preservation, particularly within District 1 and surrounding communities; and WHEREAS, Commissioner Gort also provided extensive service through leadership and volunteer work with numerous civic and nonprofit organizations, including the Little Havana Nutrition and Activity Center, the Youth Co -Op, the Latin Chamber of Commerce (CAMACOL), and the Kiwanis Club of Little Havana; and WHEREAS, Commissioner Gort continues to actively serve the community with his appointment to the Miami -Dade Commission on Ethics and Public Trust; and WHEREAS, Northwest 14th Avenue between Northwest 28th Street and Northwest 26th Street lies within an area closely associated with Commissioner Gort's long-standing service, advocacy, and community involvement; and WHEREAS, Ordinance No. 14317, adopted on September 26, 2024, provides that the restrictions related to street co -designations contained in Section 54-137 of the Code of the City of Miami, Florida, as amended ("City Code"), may be waived by a four -fifths (4/5ths) affirmative vote of the City Commissioners, or by a unanimous vote of the quorum that exists because of abstentions or vacancies; and WHEREAS, co -designating this portion of Northwest 14th Avenue as "Wifredo `illy' Gort Way" will serve as a lasting tribute to his legacy and enduring contributions to the City of Miami and its residents; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the preamble to this Resolution are hereby adopted by reference and incorporated as if fully set forth herein. Section 2. The Miami City Commission, by a four -fifths affirmative (4/5ths) vote, pursuant to Section 54-137 of the City Code, hereby waives any restrictions related to the co -designation of Northwest 14th Avenue between Northwest 28th Street and Northwest 26th Street as "Wifredo `illy' Gort Way." Section 3. The City Manager is directed to take all necessary steps to effectuate this co -designation, including the fabrication and installation of appropriate roadway signage. Section 4. The City Clerk is directed to transmit a certified copy of this Resolution to the Departments of Police, Fire -Rescue, and Solid Waste; the Miami -Dade County Department of Transportation and Public Works; the Miami -Dade County Commissioner representing the area; the United States Postal Service; and, if applicable, the Florida Department of Transportation, District Six.
