A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO DEVELOP A SENIOR CITIZENS FINANCIAL ASSISTANCE
PROGRAM(S) FOR CITY OF MIAMI ("CITY") RESIDENTS WHO ARE SIXTY-
FIVE (65) YEARS OR OLDER; FURTHER DIRECTING THE CITY MANAGER
TO RESEARCH AND ANALYZE DIFFERENT POLICIES, INITIATIVES, AND
PROGRAMS, INCLUDING, BUT NOT LIMITED TO, GRANT PROGRAMS AND
ADDITIONAL AD VALOREM TAX EXEMPTION CONSTITUTIONAL
AMENDMENTS TO HELP ALLEVIATE THE FINANCIAL STRESS AFFECTING
THE CITY'S SENIOR CITIZEN POPULATION; DIRECTING THE CITY
MANAGER TO PROVIDE A REPORT TO THE CITY COMMISSION WITHIN
THIRTY (30) CALENDAR DAYS FROM THE DATE THIS RESOLUTION IS
ADOPTED; PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, the City of Miami ("City") is a large and vibrant City that has experienced
rapid and significant growth and development in recent years; and
WHEREAS, the cost of living in Miami is consistently found to be one of the highest in
the nation; and
WHEREAS, the City's senior citizen population, many of whom are on a fixed income,
are the most vulnerable to the high cost of living; and
WHEREAS, according to the United States (U.S.) Census Bureau, 16.3% of the City's
population is sixty-five (65) years or older ("senior citizen population"); and
WHEREAS, according to the AARP, Social Security income accounts for at least half of
the income for more than forty percent (40%) of Social Security recipients age sixty-five (65)
and over, which averages to be about Two Thousand, Five Dollars ($2,005) a month, about
Twenty -Four Thousand Dollars ($24,000) a year; and
WHEREAS, approximately twelve percent (12%) of men and fifteen percent (15%) of
women who are sixty-five (65) or older rely on Social Security to meet ninety percent (90%) of
their needs; and
WHEREAS, approximately thirty-three percent (33%) of the City's senior citizen
population lives below the poverty line; and
WHEREAS, the City, pursuant through various programs such as its Anti -Poverty
Initiative, Miami For Everyone program, Community Development Block Grants, and Miami
Forever Bond have provided numerous programs that provide financial assistance or benefits to
the senior citizen population; and

WHEREAS, the City finds that it is in the best interest of the City to provide financial
assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby directed to develop a senior citizens financial
assistance program(s) for City of Miami residents who are sixty-five (65) years or older.
Section 3. The City Manager is hereby further directed to research and analyze different
policies, initiatives, and programs, including, but not limited to, grant programs and additional ad
valorem tax exemption Constitutional amendments to help alleviate the financial stress affecting
the City's senior citizen population.
Section 4. The City Manager is directed to provide a report to the City Commission
within thirty (30) calendar days from the date this resolution is adopted.
Section 5. This Resolution shall become effective immediately upon its adoption.
