RESOLUTION
A Resolution of the Board of the Wynwood Community Enhancement
Association (Wynwood CEA) recommending amendments to the Wynwood
Norte Neighborhood Revitalization District (NRD-2), Appendix P of Miami 21,
to promote small-scale commercial buildings along Wynwood Norte Main
Street and Wynwood Norte Corridors and to establish appropriate
transitions in height and setbacks for multifamily residential buildings
WHEREAS, Wynwood CEA is a not for profit corporation registered in the State of Florida and active
since 2018; and
WHEREAS, the mission of the Wynwood CEA is to provide a unified voice for neighborhood
improvements and enhancing the quality of life of current and future residents; and
WHEREAS, on March 25, 2021, the City Commission adopted Ordinance No. 13987, amending the
Miami 21 Zoning Code to include Appendix P: Wynwood_ Norte Neighborhood Revitalization District (NRD-2),
to implement the Wynwood Norte Community Vision Plan and support the continued evolution of the
Wynwood Norte neighborhood, and
WHEREAS, the NRD-2 intends to promote infill development compatible with the traditional scale and
character of the neighborhood and to respond to the evolving needs of the neighborhood; and
WHEREAS, allowing for dominant setback waiver along Wynwood Norte Main Street and Wynwood
Norte Corridors for buildings two stories or less will promote infill development that promotes increased
pedestrian activity compatible with the traditional scale and character of the neighborhood; and
WHEREAS, the City Commission on July 10, 2025, adopted text amendments to the Wywnood
Neighborhood Revitalization District(NRD-1), Appendix J to the Miami 21 Zoning Code, including additional
benefit height for T5-L to provide additional capacity for mid -rising housing, and additional setback standards
for T5 and T6 development based on designated thoroughfare types; and
WHEREAS, the proposed NRD-2 text amendments address the same standards in an effort to bring
consistency and predictability to development within T5 and T6 zones along Wynwood Norte's thoroughfare
network; and
WHEREAS, the Wynwood CEA Board has considered the proposed text amendments at its June 19,
2025 board meeting and finds that the proposed text amendments would help promote development
consistent with the neighborhood's character the Wynwood Norte Community Vision Plan.
NOW, THEREFORE, BE IT RESOLVED THAT the WGEA Board recommends approval of the
proposed NRD-2 text amendments and requests support from the City of Miami Planning Department,
Planning Zoning and Appeals Board, and City Commission for their adoption.
