therefor a new Section 4; new Subsections (c.), (b), (c) and (i) of
Seci::on 5; e. new Section 7; delet ng the last sentence of Section 6,

WHEREAS, it trt the desire of this body to incorporate
these provisions in the Civil. Semi :ce Rules anc7. RegulatiOns of
the City of Miami;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CT Y or MIAMI, . FLORIDA:
:
Section 1. That .Ordinance No. 6945, passed and
adopted by the City Co;mission of the City of Miami, Florida
on November 15, 3961 being an Ordinance approving the Civil
Sorvir:e Rules and Regulations of, the City of. Miami, is hereby
anonclr:d .by repealing Section
4 of Rule Vlll and substituting a
new Section 4 as follows:
Section 4. Certification and selection
for promotional positions:
The Chief Examiner or, pursuant to his direction,
the Executive Secretary, Shall, as soon as
practicable, certify from the appropriate
eligible register for each vacancy, ` the;. name
and examination grade of the person who stands.
highest on the register. Only under unusual
conditions satisfactory to the Board shall
the name of an eligible be passed over. Under
these circumstances, the Board shall certify
the name of the next highest on the register.'
Request to by-pass the ` nave of the highest
person on the register shall be submitted in
writing by the Department Director, giving
specific reasons why the person whose name
appears highest thereon should be by-passed.
Employees whose names are under consider-
ation to be passed over, under the provisions
outlined in the preceding paragraph, shall be
notified in writing prior to certification of
the next name highest ore the registerr and
shall have the right of a hearing before the
Board

Section That nrdinarice No, 6945 and Nov'8182, passed
and aclhpt:ec9 by the City Commission of the City of Miami, rlorida
on November 15, 1961 and September 13, 1973 respectively, being
Ordinances approving the Civil Service' Rules and Regulations of
the city of Miami, is hereby amended by repealing Subsections (a)
aric (b) of Section 6, Rule Vill and substituting new Subsections
(a) and (b) as follows
The term "probationary employee" is defined
to mean an employee initially employed by
the. City of Miami in a classified position,
or an employee who is in the classified
service, but who has been promoted, advanced,
demoted, changed in classification and who
has not completed the probationary period
Provided in Subsections (b) and (c) hereof.

No initial appointment, advancement, pro-
motion, demotion or change in classification
in the classified service shayl be deemed
complete until a probation period of actual
service in the position to which appointed,
advanced, promoted, or change in classifica-
tion shall have been completed.
Section 3. That Ordinance No. 6945 and No. 8182,
and wlopt-ed by the City Commission of the City of Miami, Florida
on November. 15, 3961 and September 13, 1973, respectively, being
ordinances approving the Civil Service Rules and Regulations of
tlif. City of Miami, is hereby amended by repealing Subsection (c) ,
Srwti.' n 6 of Rule VIII and substituting a new fourth paragraph
Subsection (c) as follows:

Section 5. That Ordinance No. 6945, passed and adopted
by the City Commission of the City of Miami, Florida on November
.'i, 1961, being. an Ordinance approving the Civil Service Rules
and Rec;uiutions of the City of Miami, is hereby amended by
repealing Subsection (i) , Section 6 of Rule VIII and substituting
a now Subsection (i) as follows:
. When an employee is appointed from an eligible
register to a permanently budgeted entrance or
promotional position of a temporary nature, to.
replace a permanent employee on leave of absence
without pay ,or a permanent employee who is`serv-
ing on a special project or appointed from an
eligible register to a position funded by special
grants, he or She will be appointed in probation-
ary status unless the Department Head,in writing,'
recommends against it, and the Civil Service Board
approves the Department Feed's recommendation.
Section 6. That Ordinance No. 6945, passed and adopted
