PASSED AND ADOPTED NoJ MEER I5, 1961,
APPRoVINd THE CIVIL SERVICES RULES AND
REGULATIONS oP THE CITY OP MIAMI, BY
DELETING RULE II, SECTION 1, SUBSECTION (a)
AND CREATING A NEW SUBSECTION (a), WHICH
CLARIFIES THE RULE EY SUBSTITUTING THE
PHRASE "CONDUCT AND/o1 OVERSEE THE CONDUCTING
OP ALL EXAMINATIONS" POR "CONDUCT, ALL THE
EKAMINATIONS"; BY DELETING RULE II, SECTION 2,
PARAGRAPH 3 IN ITS ENTIRETY; E' REPEALING
RULE II, SECTION 3, AND SUBSTITUTING 'I'HEREF0R
A NEW SECTION 3r ALLOWING.THE EXECTUIVE
SECRETAAY AS WELL AS THE CHAIRMAN OF' THE
BOARD TO. SIGN VOUCHERS AND THUS MAKE THE RULE
CONSISTENT WITH ACTUAL PRACTICE.
WHEREAS ► the Civil Service Board, at its special.
meeting of August 17, 1974, proposed an amendment to Rule Il,.
Section 1, Subsection
(
and Section 3, by substituting therefor
a new Section 1, Subsection (a) and Section 3, and deleting in.
its entirety Section 2, Paragraph
2 and 3 herein; and
WHEREAS, the Civil Service Board, at its regular meeting
of. September 17, 1974, voted to adopt the changes in Rule II as
set forth in Sections 1, 2 and 3 herein; and
WHEREAS, it is the desire of this body to incorporate

these provisions in the Civil Service Rules and Regulations of
the City of Miami;
NOW, THEREFORE, BE IT, ORDAINED BY THE COMMISSION OF. THE
CITY OF MIAMI, FLORIDA;
Section 1. That Ordinance No. 6945, passed and adopted
by the City Commission of the City of Miami, Florida on November 15,
1961, being an ordinance approving the Civi1.Service Rules and
Regulations of the City of Miami, a.s hereby amended by abolishing
Subsection (a) of Section 1, Rule II and substituting a new
Subsection (a) as follows:

Meetings of the Board, to conduct and/or
oVetsee the conducting of all examinations,
certifying of eligible registers, maintaining
of efficiency records, and the preparation of
all examinations and grading of the papers,
and to, perform such duties as the Boat may
designate or which may otherwise be necessary,
including the preparation of examination
schedules, certifying of payrolls and certi-
fying of eligibles for examinations for employ-
ment by requisition.
Examiners needed other than those regularly
appointed full-time employees shall be employed
by the Board on a per diem basis at rates of
pay fixed by it. These special examiners shall
be selected for their recognized ability and
experience in the special fields in which their
services are required. The names of special
examiners may be suggested by the Board or by
the Executive Secretary. No rights of seniority
or preference shall accrue to any special
examiner by reason of said employment.
Section 2. That ordinance No. 6945, passed and adopted
by the City Commission of the City of Miami, Florida on November 15,
1961, being an Ordinance approving the Civil Service Rules and
Regulations of the City of Miami, is hereby amended by deleting
Rule II, Section 2, paragraph 3, in its entirety.
Section 3. That Ordinance No. 6945, passed and adopted
by the City Commission of the city of Miami, Florida on November 15,
1961, being an Ordinance approving the civil Service Rules and
Regulations of the City of Miami, is hereby amended by repealing
Rule II, Section 3, and substituting therefor a new Section 3 as
follows:
Section 3. The official signatures: The
Executive Secretary or the Chairman of the
Board shall sign all vouchers involving the
expenditure of funds appropriated to the Board
and both shall sign the official minutes.

Examiner -Secretary shall sign all payrolls
certifying that each person named thereon,
holding a position in the classified service,
has been appointed or employed in accordance
with the provisions of the Charter and of the
rules established thereunder.
