SECTION 14,,'SUBSECTION (c), AND SUBSTITUTING
THEREFOR:A NEW SUBSECTION (c), PROVIDING'A
DEFINITION OF "CHANGE IN CLASSIFICATION"
INDICATING A.CHANGE TO A CLASSIFICATION IN
'WHICH THE EMPLOYEE HAD NO PRIOR STATUS AND
NOT INVOLVING AN INCREASE IN SALARY..
WHEREAS, the Civil Service Board, at its special
meeting of.
•August 13 , 1974, proposed an amendment to
Rule I, Section 8a., Section 13, Section 14, Subsections (a), (b)
and (c) by substituting therefor new Section 8a., Section 13 and
Section 14, Subsections (a), (b) and (c) as set forth in
Sections 1, 2, 3, 4 and 5 herein; and
WHEREAS, the Civil Service Board,at its regular
meeting of
September 17 , 1974,, voted to adopt the changes
in Rule l as set forth in Sections 1,
3, 4 and 5 herein; and

'THE CITY OP MIAMI, ?bdRItA:
Section 1. That ordinance No. 6945,.passed acid
adopted by,the City Commission of the,city.of Miami, Florida
on November, 15,,1961,.being an Ordina1Ce'approving the.Civil
Service Rules and Regulations of the City of Miami, is hereby
amended by repealing Section 8a. of'Rule l and substituting
new Section 8a. as_followst
8a.; Probationary employee-signifies'any, employee
in the classified service who has been
regularly appointed to.a position but. who'
'.has not completed the required probationary,
period. A probationary employee bap ,no
Civil Service rights and maybe returned
to a former classification in which the
' employee held permanent status, or be dis
charged if. in an entrance position, upon
being notified in writing, but shall not be
accorded a hearing before the Civil Service
-Board.
Section 2. That Ordinance No. 6945, passed and adopted
by the City Commission of. the City. of Miami, Florida on November
15, 1961,'being an Ordinance approving the Civil Service Rules
and Regulations of the City of Miami, is hereby 'amended by,
repealing Section 13 of Rule I and substituting a new Section 13'
as follows•,
13. "Advancement" signifies a transfer made
in accordance with these rules to a
classification which has a higher salary
range and for which there was no require-
ment that the'employee must have first
held status in a lower classification.
Section 3. That 'Ordinance No. 6945, passed ,and adopted
by. the City. Commission of the City of Miami, Florida on November
15, 1961, being an Ordinance approving the Civil Service Rules
and Regulations of the City of .Miami, is hereby amended by

unsatisfactory in the employee's higher
level or for disciplinary reasons•
Section 4, That ordinance No, 6945, passed and adopted
by the City Commission Of the City of Miami, Florida ..on November'.
15, 1961, being an Ordinance approving the Civil Service Rules
and Regulations of the City of. Miami, is hereby amended by
repealing Subsection (b) of Section 14, Rule I and substituting
a new Subsection (b) as follows:
(b) "Return to Former Classification" signifies
an employee's reverting to a classification
in which he or she held status prior to
promotion, advancement,change in classifi-
cation, or appointment to, the unclassified
service, due to voluntary request or other
reason not involving disciplinary action.
Section 5. That Ordinance No. 6945, passed and adopted
by the City Commiss
ion of the City of Miami, Florida on November
15, 1961, being an Ordinance approving the Civil Service Rules
and Regulations
of the City of Miami, is hereby amended by
repealing Subsection (c) of Section 14, Rule I and substituting a
new Subsection (c) as follows:
(c) "Change in Classification" signifies an
employee's changing to a classification
with no change in pay, range ormoving
to a classification with a lower pay range
in which he or she held no previous status.
Section 6. All ordinances, code sections or parts
thereof in confiict are hereby repealed.
Section 7. If any section, subsection, clause or
provision of this amendment
held invalid, the remainder of
this Ordinance shall not be affected by such invalidity,
