Pursuant to the above captioned Motion, the City Attorney successfully
obtained a Temporary Injunction enjoining Aaron Adirim - Central
Hauling System from operating a commercial waste collection business
in the City of Miami Florida until the City Commission has an oppor-
tunity to consider Mr. Adiritn's application for a Commercial Waste
Collection License.
Section 20 -20 of the Code of the City of Miami entitled "License - Application'',
establishes the procedure to be utilized to procure a Commercial Waste
Collection License. Mr. Adirim has complied with the application pro-
cedure as required by the City Code. Section 20 -20 (d) requires the
applicant to submit information to the City Manager, together with all
pertinent information required, in order that a determination can be
made by the City Commission.
In the course of processing Mr. Adirim's application for a Commercial
Waste Collection License, a background investigation was conducted by
the City of Miami Police Department. A copy of Police Chief Garland P.
Watkins' June 24, 1975, memorandum is attached.
Based upon the information obtained from the Police Department, it is the
recommendation of the City Manager that a license for Commercial
Waste Collection not be issued to Mr. Aaron Adirim.

In response to the June 11, 1975 memorandum from Mr. R.C. Bads, jr.,
reference request for updated information on Aaron Adirim, the
following information was obtained by Police Investigator Gerald
N. Green, Fraud and Forgery Detail:
M.P.D. files Were checked and five reports were located, indicating
Adirim issued worthless checks in 1966 and 1967. One case should
be noted, it that Adirim issued a worthless check to the City of
Miami on November 9, 1967, amount of check was $775.00. According
to the investigator's supplement report, ex-M.P.D. Inspector, Lee
Napier, assisted in straightening out this case and the City was
reimbursed the $775.00. (Additional information on Napier-Adirim
relationship on page 2)
The Dade County records bureau was contacted and Adirim has a sizable
criminal folder dating back to 1960. According to Adirim's F.B.I.
rap sheet, he has been arrested for the following crimes:

'he Dade County State Attorneylb Office was contacted and there it

William Martin, amount $115.00, date of check being April 7, 1975.
If Adirim makes restitution, this charge will not be filed.
Atli-rim is a well mentioned subject in the files of the P.S.D. Organ-
ized Crime Bureau and the M.P.D. Special Investigation Section.
Adirim has supplied information on and has been observed associating
with individuals who appear to have organized crime affiliations.
In reference to Adirim's association with ex-M.P.D. Inspector tee
Napier, Adirim was implicated in 1970 in a marijuana smuggling plot
which led to the conviction of Napier. Adirim served as a State's
witness and received a six month sentence for his part in smuggling
$150,000.00 in marijuana.
