The dealings that we had with the property owners in this area during the construction of the Bay Crest Highway Improvements convinced me that the report should be fairly detailed. Enclosed are 6 copies of this report, which includes one for each Commissioner. The basic Conclusions of the study are as follows: 1. The storm sewer outfalls are relatively in- significant contributors to the silting of these canals. 2. The canals are privately owned by the abutting property owners and should be maintained by them. We apologize for not having delivered copies of this report earlier to the City Commission and property owners, but the written document was not completed until today.
