WITH THE DEPARTMENT OF COMMUNITY APPAIR5 WHICH

PH ;VENTION.
WHEREAS, the Special Task Force appointed by the
Mayor to investigate ways to ameliorate the rising juvenile
crime problem has received a report from the Youth Planning
Counsel; and
WHEREAS, there have been two surveys conducted, to wit,
to the many youth agencies in the area and the youth themselves
in the vicinity of the Municipal Justice Building; and
WHEREAS, the findings thus far indicate the desir-
ability to turn the Municipal Justice Building facility into
the youth city when the Miami Police Department vacates said
building; and
WHEREAS, advance planning must be instituted including
a cost benefit analaysis of the advantages for coordinating youth
services, an engineering study of building defects, and a needs
test as determined by the Comprehensive Master Plan being
developed by consultants. in conjunction with the City of Miami

and the Mariaget ten'tr Analyst Team is hereby requested to act as
a facilitator to 'establish the necessary linkages tO other city
departments in order to provide a team approach to resolving the
"Richest and test Use" for the Municipal Justice building in
terms of the youth in our community and directing the City of
Miami Youth Advisory toard and Youth planning Counsel to continue
efforts to implement an action program with the bepartment of
Community Affairs which snail include federal grants for juvenile
crime prevention.

FINDINGS THUS FAR, INDICATE THE DESIR ABILITY TO TURN THE POLICE
FACILITY INTO A YOUTH CITY, WHEN THE DEPARTMENT VACATES THE BUILDING.
ADVANCE PLANNING MUST BE DONE INCLUDING A COST BENEFIT ANALYSIS OF
THE ADVANTAGES FOR COORDINATING YOUTH SERVICES, AN ENGINEERING STUDY
OF BUILDING DEFECTS, AND A NEEDS TEST AS DETERMINED BY THE COMPHREHENSIVE
MASTER PLAN BEING DEVELOPED BY CONSULTANTS IN CONJUNCTION WITH THE
CITY PLANNING DEPARTMENT.
AS CHAIRMAN OF THE SPECIAL TASK FORCE, I RECOMMEND THAT THE CITY' S
OFFICEOF COMMUNITY AFFAIRS ACT/AS A FACILITATOR TO ESTABLISH THE
NECESSARY LINKAGES TO OTHER CITY DEPARTMENTS WHICH COULD PROVIDE A
TEA'•1 APPROACH TO RESOLVING THE "HIGHEST AND BEST USE" FOR THE
BUILDING IN TERMS OF THE YOUTH IN OUR COMMUNITY, AS WAS ORIGINALLY
COMMITTED BY THIS COMMISSION.
IT IS FURTHER RECOMMENDED THAT THE CITY OF MIAMI YOUTH ADVISORY BOARD
AND THE YOUTH PLANNING COUNCIL CONTINUE EFFORTS TO IMPLEMENT AN ACTION
PROGRAM WITH THE DEPARTMENT OF COMMUNITY AFFAIRS. FUTURE FEDERAL GRANTS
FOR JUVENILE CRIME PREVENTIONR4U .T BE ACTIVELY SOUGHT BY THESE GROUPS
AND THE CITY GRANTSMAN.
