LIQUIDATING AND (3) `WHETHER SttCH A
SYSTEM SHOULD BE OPERATED BY PRIVATE
ENTERPRISE UNDER A PRANCHISt PROM THE
CITY, PRODUCING REVENUE FOR THE CITY,
OR WHETHER THE SYSTEM SHOULD BE OPERATED
BY THE CITY.
WHEREAS, traffic congestion continues to increase in
our community and rapid transit continues to be debated and more
and more vehicular traffic pollutes our air; and
WHEREAS, one of our greatest natural resources in the
Greater Miami area is the sea and bays around us; and
WHEREAS, a system of water -borne transportation would
be both a great tourist attraction and a method to alleviate
our traffic problems in the Greater Miami area; and
WHEREAS, this system could link the Dinner Key area
and Coconut Grove with Key Biscayne, downtown Miami in the area
where the Miami River enters Biscayne Bay, the Miamarina, and
Bayfront Park Auditorium area, our new Bicentennial Park and
Watson Island;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:

Section 1. The city Manager of the City of Miami
it hereby requested to immediately institute a study on the
feasibility of a water -borne transportation system in terms of
(1) types of craft which could be utilized such as hydrofoils,
hovercraft or large power boats; (2) estimated Cost of equip..
merit and revenues which could be generated from fares to make
investment self-liquidating: and (3) whether such a system
should be operated by private enterprise under a franchise from
the city, producing revenue for the city, or whether the system
should be operated by the city.

I would like to offer at this time a resolution calling upon the

I would hope that this stir rey by the City Manager's coffice could
be completed within two months st that it would give this Commission at
least an indication as to whether a more detailed study is necessary
in order to expedite such a water -borne system of transportation,
