CITY OP MIAMI POLICE DEPARTMENT, WITHOUT
ADMISSION OP LIABILITY.
WHEREAS, on January 21, 1972, Doris M. Copeland, individu-
ally and as Administratrix of the Estate of Albert A. Anderson,
filed suit against the City of Miami and David C. Waud for
damages due to the fatal shooting of her son, Albert A. Anderson,
by Police Officer David C. Waud on April 2, 1970; and
WHEREAS, after intensive litigation and investigation in
this cause, and pending jury trial in this cause, the Office of
the City Attorney of the City of Miami recommends that this cause
be settled for the sum of $20,000.00, in that the shooting of a
mental patient could be deemed excessive force and incompetence
of the police officer;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA: "DOCUMENT INDEX

Miami is hereby authorized and directed to pay to DORIS M.
COPELAND, INDIVIDUALLY AND AS ADMINISTRATRIX OF THE ESTATE OF
ALBERT A. ANDERSON, the sum of $20,000.00 in full and complete
settlement of her claim against the City of Miami and Police
Officer David C. Waud for damages in the fatal shooting of her
son, without admission of liability.
