HomeMy WebLinkAboutR-75-0799RPd gg 8/2 /75 liQuDrInriniF cet D � l d l tr ► _ $`N`S FOLLOW„ RESOLUTION Nob 15:191 A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO SUBMIT A FEDERAL GRANT APPLICATION TO THE DEPARTMENT OF JUSTICE, LAW ENFORCEMENT ADMINISTRATION FOR $54,102.00 TO INITIATE A PROJECT DESIGNED TO PROVIDE THE MIAM1 POLICE DEPARTMENT WITH THE ABILITY TO BETTER ALLOCATE THEIR PATROL MANPOWER BY Wit, - PING SUCH DATA AS CALLS FOR SERVICE AND CRIME FREQUENCY; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT AND EXECUTE CONTRACTS AND AGREEMENTS NECES- SARY TO IMPLEMENT THIS GRANT; AND ASSURING THE AVAILABILITY OF WHATEVER ADDITIONAL, FUNDS ARE REQUIRED TO DEFRAY THE PROJECT COST AND ALLOCATING THE CITY'S MATCHING FUNDS AS NEW FUNDS FOR CRIMINAL JUSTICE USE. WHEREAS, "DOCUMENT INDEX ITEM NO.... 67 under the terms of Public Law 90-351 as amended, the United States of America has authorized the Law Enforcement Assistance Administration, through the Florida Bureau of Criminal Justice Planning and Assistance, to make Federal Grants to assist local governments in the improvement of criminal justice; and WHEREAS, the Miami Police Department desires to initiate a project designed to provide the Miami Police Depart- ment with the ability to better allocate their patrol manpower by mapping such data as calls for service and crime frequency, and requests LEAA assistance in the amount of $54,102.00 in addition to a request for the State for an amount of $3 005.00 and WHEREAS, the City of Miami has assured the availability of the local matching share of $3,006.00; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; CITY COMM.I$SI'oN MEETING OF SEP 4 1975 RE$ORITION NO. r, ? f REMARKS;. geetibh le The City Manager is hereby authorized and directed to submit a Federal Orant application to the Depart- ment of Justice, Law tnforcement Administration, for $54,102.00 to initiate a project designed to provide the Miami Police Depart- ment with the ability to better allocate their patrol manpower by mapping such data as calls for service and crime frequency. Section 2. That if such grant be made, the City of Miami shall provide or Make necessary arrangeMents to provide such funds and/or in -kind contributions in addition to the grant as may be required by the Act to defray the cost of the project generally described above. Section 3. That the City of Miami is aware that at least fifty (50) percent of the minimum required non-federal cost of the project be appropriated cash and that such funds designated as local hard cash contributions in all related project budget schedules that are to be provided by the City of Miami are hereby allocated as new funds for Criminal Justice use for the express purpose of matching the LEAA funds. Section 4. The City Manager is hereby authorized to accept the Grant and execute contracts and agreements necessary to implement this Grant. Grunts kt:FF=RFNcLS: ENCLOGUfiEs- 1 The City Attorney has been requested to prepare an appropriate resolution to authorize the City Manager to apply for three Grants from the Law .Enforcement Assistance Administration (L. E. A. A. ). The three Grants are as follows: Threshold Program for Public Service Aides III Community Evaluation of Police Program Effectiveness II (CEP II) Crime Mapping and Resource Allocation The following is a description of these three projects which we believe will assist the Police Department in being a more effective law enforcement agency. THRESHOLD PROGRAM FOR PUBLIC SERVICE AIDES III_ This project is a continuation of an existing grant that is designed to increase participation of young people and minorities within the Miami Police Department. Public Service Aides are recruited from among young people who qualify for police service except for their age. They are assigned to handle the more routine requests for service that police departments are called upon to provide its citizenry. This activity frees the line police officer to perform a more active role in crirne prevention and control. Federal Funds $136,108 City Funds $25, 520 State Funds $8, 507 Total Budget $170, 135 COMMUNITY EVALUATION OF POLICE PROGRAM EFFECTIVENESS II (CEP II) The second year of the project will foster the design of an "evaluative sensing mechanism" which will provide the City of Miami Police Department with community feedback on operating police programs. By developing and utilizing obtrusive and unobtrusive research techniques, the project will poll the public knowledge, and involvement in, police sponsored programs. Through this grant this data will be computer- ized and till give ail personnel the ability to obtain this information on a daily basis. The desired result will be a more realistic approach to the deployment of patrol units.
